There is hereby created the Camdenton Memorial-Lake Regional Airport hereinafter called the Board.

Section 140.020 Composition.

The Board shall consist of seven (7) members as follows: At least one (1) but no more than two (2) members of the Board of Aldermen with the rest of the Board being comprised of citizen members.

Section 140.030 Compensation.

All citizen members of the Board shall serve without compensation.

Section 140.040 Terms — Filling Vacancies.

All citizen members of the Board shall be appointed to serve a term of six (6) years, except that the terms of the citizen members first appointed shall be as follows: Two (2) two (2) year appointments, two (2) - four (4) year appointments, two (2) - six (6) year appointments. Vacancies shall be filled for the unexpired term by the Board of Aldermen.

Section 140.050 Chairman and Secretary.

The Board, on or before August first (1st) of each year, shall choose a Chairman and a Secretary from among the citizen members. The terms of the Chairman and Secretary shall be for one (1) year with eligibility for re-election.

Section 140.060 Meetings — Rules and Procedure — Records.

The Board shall hold regular stated meetings on the second (2nd) Wednesday of each month, call special meetings as required, and shall adopt and, from time to time, amend rules of procedure for the transaction of business and keep a record of the Board proceedings, which record shall be public records.

Section 140.070 Duties.

Subject to the approval of the Mayor and Board of Aldermen, the Board shall adopt and promulgate the rules and regulations for the conduct, administration and management of the Camdenton Memorial-Lake Regional Airport and shall further assist, advise and direct as deemed necessary the activities of any citizen groups or others in the promotion of the Camdenton Memorial-Lake Regional Airport. The Board shall make recommendations to the Board of Aldermen on all leases, grant applications and improvements at the airport.

Section 140.080 Budget.

The Board shall each year prior to March first (1st) prepare a budget for aeronautic finances for the ensuing fiscal year. The budget shall be in three (3) parts and shall be substantially balanced. Part I shall show annual revenues by sources; Part II shall show debt service requirements, land acquisitions and construction of improvements as contemplated; and Part III shall show any operating and maintenance costs. Such budget shall be submitted not later than thirty (30) days prior to April first (1st) of each year, to the Board of Aldermen to assist in their financial planning and for action by said body.

Section 140.090 Reports.

The Board shall by May first (1st) of each year prepare and present to the Board of Aldermen a comprehensive annual report of its activities and finances. The Board shall also prepare and present to Federal and State Officials such reports as may be required by law, regulations or contract.
