Section 145.010 Board Established.

A Cemetery Board for the City of Camdenton may be appointed by the Mayor, subject to confirmation by a majority vote of the Board of Aldermen.

Section 145.020 Composition.

The Cemetery Board may consist of five (5) persons.

Section 145.030 Term.

The members of the Cemetery Board may serve for a term of four (4) years.

Section 145.040 Staggered Terms.

The members of the Cemetery Board first (1st) appointed may be appointed for such terms that the terms of not more than two (2) of the members shall expire annually thereafter.

Section 145.050 Vacancy.

Any vacancy on the Cemetery Board may be filled for the unexpired term in the same manner as an original appointment.

Section 145.060 Compensation.

Members of the Cemetery Board shall serve without pay or other compensation.

Section 145.070 Organization.

Within fifteen (15) days after the appointment of a Cemetery Board, the Cemetery Board shall meet and organize by selecting one (1) of their members as Chairman and by the election of such other officers as they may deem necessary.

Section 145.080 Administration — Dale Blair Memorial Cemetery.

The Board of Aldermen shall adopt and promulgate the rules and regulations for the administration and oversight of the Dale Blair Memorial Cemetery.

Section 145.090 Meetings.

The Cemetery Board, if appointed, will hold regular quarterly meetings and shall further keep a record of all Cemetery Board proceedings, which records shall be public records.

Section 145.100 Budget.

The Board of Aldermen shall cause a budget for cemetery operations for the ensuing fiscal year. The budget shall be in three (3) parts. Part I shall show annual revenues by source; Part II shall show debt service requirements, land acquisitions and construction of improvements as contemplated; and Part III shall show any operating and maintenance costs.

Section 145.110 Sale of Cemetery Plots.

The City shall sell cemetery plots in Dale Blair Memorial Cemetery on a first come, first served basis for cash in an amount to be determined by the Board of Aldermen by ordinance from time to time. From and after May 2, 2000 and until changed by further ordinance, the price per plot shall be three hundred dollars ($300.00).

Section 145.115 Fees Required.

Maintenance Fee. A maintenance fee of fifty dollars ($50.00) shall be assessed for each grave opening at the Dale Blair Memorial Cemetery. The maintenance fee shall be placed in the Cemetery Operating and Maintenance Fund to be used solely for maintenance of the Dale Blair Memorial Cemetery.
B. 
Monument Setting. A fee of forty dollars ($40.00) shall be assessed for each monument set at the Dale Blair Memorial Cemetery. The monument setting fee shall be placed in the Cemetery Operating and Maintenance Fund to be used solely for maintenance of the Dale Blair Memorial Cemetery.

Section 145.120 Execution of Cemetery Deeds.

Upon receipt by the City of the full purchase price of a cemetery plot or plots, the Mayor shall execute a Cemetery Deed, which shall be attested by the City Clerk, recorded by the Camden County Recorder of Deeds, and delivered to the purchaser.

Section 145.130 Trust Fund.

All funds shall be placed in trust by the City of Camdenton and invested by the City and the interest income from said trust account shall be used solely for the purpose of maintenance, improvement and administration of the Dale Blair Memorial Cemetery and the principal thereof shall not be invaded. The proceeds of the sale of any lots, excepting therefrom, a reasonable fee for processing and maintenance, shall be placed in the trust account. The processing and maintenance fee shall presently be set at one hundred forty-four dollars ($144.00).
