Not less than forty-five (45) days before preparing and submitting the preliminary plat to the Planning and Zoning Commission, the developer or his/her surveyor and/or engineer shall consult with the representative of the Planning and Zoning Commission, while the plat is in sketch form, to ascertain the location of proposed highways, primary or secondary thoroughfares, collector streets, parkways, parks, playgrounds, school sites and other community facilities or planned developments and to acquaint himself/herself with the Commission's requirements. During pre-application proceedings the general features of the subdivision, its layout, facilities and required improvements shall be determined to the extent necessary for preparation of the preliminary plat. Preferences and memoranda, as may be necessary, and copies of such documentation shall be furnished the developer.

A. 
Staff Review. The preliminary plat shall be reviewed by the representative of the Planning and Zoning Commission, the Zoning Inspector, the Public Works Director and other pertinent City staff to determine its conformity with the City of Camdenton's ordinances and Comprehensive Plan and the plat's compliance with all County, State and Federal laws and regulations.
B. 
Staff Review Deadline. The staff review meeting will be held no sooner than ten (10) business days and no later than thirty (30) business days after the submission of the preliminary plat.
C. 
Staff Comment Report. The Zoning Inspector shall prepare a report that outlines departmental staff comments, concerns, considerations and recommended revisions to the preliminary plat. A copy of the report will be faxed, mailed or e-mailed to the applicant and/or his/her engineer within fifteen (15) business days following the completion of the staff meeting so comments can be addressed and revisions, if any, to the preliminary plat can be made. A copy of this report will be placed in the applicant's file and a copy forwarded to the Planning and Zoning Commission.

The developer shall prepare and submit a preliminary plat, all required supplemental materials that have been reviewed by City staff, with the appropriate revisions and an application in writing, of the proposed subdivision which shall conform with the requirements set forth in Article III and Article IV of this Chapter at least fifteen (15) business days prior to the meeting of the Planning and Zoning Commission at which action is desired.

The preliminary plat shall be checked by the Planning and Zoning Commission as to its conformity with the Comprehensive Plan of Camdenton and as to the plat's compliance with the standards, requirements and principles hereinafter prescribed; to ascertain compliance with all applicable additional requirements of City, County, State and Federal departments and agencies concerned and with applicable regulations of public utility companies.

Commission Approval Of Preliminary Plat. A preliminary plat shall be submitted to the Planning and Zoning Commission for approval. The Commission shall within forty-five (45) days after receipt of the preliminary plat, determine its recommendations as to whether the plat shall be approved, approved with modifications, or disapproved and shall within said forty-five-day period give notice to the applicant of its determination.
B. 
Commission Approval With Modifications. Any contingencies to the preliminary plat required as prerequisites for approval shall be noted in the minutes of the Commission's public hearing. A list of required contingencies will be sent to the applicant or his/her engineer within fifteen (15) business days so the preliminary plat can be revised and resubmitted to the Planning and Zoning Commission for approval.
C. 
Commission's Denial Of A Preliminary Plat. If the Commission denies the preliminary plat, the Commission shall attach to the preliminary plat a statement of the reasons for such action and return it to the applicant within fifteen (15) business days of the action. The grounds for denial of any preliminary plat submitted or regulations violated by the plat shall be set forth in the minutes of the Planning and Zoning Commission meeting.
D. 
Appeal Of Denial. At the applicant's discretion, if the Commission does not approve a preliminary plat, the applicant may appeal the Commission's denial to the Board of Aldermen. The Board of Aldermen may by two-thirds (2/3) vote override the decision of the Commission and approve the preliminary plat.

Commission Approval Of Final Plat. A final plat shall be submitted to the Planning and Zoning Commission for approval. The Commission shall, within forty-five (45) days after receipt of the final plat, determine its recommendations as to whether the plat shall be approved, approved with modifications or disapproved and shall within said forty-five-day period give notice to the applicant of its determination. If approved, the Commission shall so note on the face of the plat and shall thereupon forward said plat to the Board of Aldermen notifying the applicant of its action. The Board of Aldermen shall approve or disapprove the final plat at the next scheduled meeting.

The final plat, meeting the requirements of Article III and Article V of this Chapter and certified by the Mayor and the City Clerk, shall be recorded in the office of the Recorder of Deeds of Camden County after it has been approved by the Board of Aldermen. Once recorded with the County, the applicant/developer shall forward two (2) copies of the recorded plat to the City of Camdenton within ten (10) business days.
