Section 850.010 Failure to License or Display License Upon Vehicle.

No person shall operate a motor vehicle upon any street, roadway or highway within the City unless such motor vehicle is properly licensed and registered with the State of Missouri according to the provisions of Chapter 301, RSMo., and such licenses shall be displayed in accordance with all provisions of Chapter 301, RSMo., which are incorporated herein by reference.

Section 850.020 Parking or Storage of Unlicensed Vehicles.

It shall hereafter be unlawful to park or store in excess of one (1) unlicensed vehicle, of a type required to be licensed by the Missouri Department of Revenue, on any lot or tract in Zoning Districts "R-1 ", "R-2" or "R-3". The vehicle must not be visible from a public street.

Section 850.030 Operation of All-Terrain Vehicles and Motorcycles.

A. 
No person shall operate an all-terrain vehicle or motorcycle on highways or City streets within the City limits unless such vehicle is properly licensed by the Missouri Department of Revenue. Exception may be made to this requirement by Subsection (B) herein.
B. 
The following all-terrain vehicles and motorcycles shall be allowed to operate on highways or City streets within the City limits:
1. 
All terrain vehicles and motorcycles operated by a governmental entity for official use;
2. 
Owners of businesses located within the City limits which sell and/or repair all-terrain vehicles and motorcycles may request the Board of Aldermen and Mayor at a regularly scheduled meeting for a special variance to this Section for the purposes of operating their business. This variance shall be at the discretion of the Board of Aldermen and no business shall have any right to such variance. Such request for variance shall be made at least one (1) week in advance of the meeting date. The Board of Aldermen may place certain conditions upon any variance granted, including but not limited to days and/or hours of operation, helmet requirements, who may operate such vehicles (i.e., employees, customers, licensed drivers, etc.), limited areas of operation (certain streets, not being off the roadway, etc.) noise limitations, speed limits, etc. Such variance may be terminated at any time by the Board of Aldermen at the Board's discretion, without cause and without opportunity for hearing.
