(a) 
On payment at the office of the Treasurer of such inspection fee as may be set by resolution of the City Council from time to time, accompanied by a certificate of approval on the part of the Electrical Inspector, of compliance with the provisions of this chapter, and of the Electrical Code which is a part of the Building Code adopted by §§ 6-23 and 6-24 of this Code and of the rules and regulations referred to in § 6-38 of this Code, the Director of Public Utilities shall be given authority to install the meters and the necessary connection with the City's electrical distribution system.
(b) 
The Director of Public Utilities shall refuse to connect any property to the City's electrical distribution system when the provisions of Article III of Chapter 6 of this Code and of the Electrical Code which is a part of the Building Code adopted by §§ 6-23 and 6-24 of this Code have not been observed in installing new work or in repairing and extending old work.
(c) 
The charge for connections to the electrical distribution system shall be such as is prescribed, from time to time, by resolution or ordinance of the City Council. Nothing in this Code or the ordinance adopting this Code shall affect any such resolution or ordinance, and all such resolutions or ordinances are hereby recognized as continuing in full force and effect to the same extent as if set out at length in this Code.

Any person who shall intentionally damage or destroy any facility of the City, or of any company which is used to furnish electric service to the public, shall be guilty of a Class 3 misdemeanor, if the destruction or damage may be remedied or repaired for $100 or less.

(a) 
Any person who shall tamper with any metering device incident to a facility referred to in § 8-2 or otherwise intentionally prevent such a metering device from properly registering the degree, amount or quantity of electric service supplied, or who shall divert such service, without authorization from the owner of such facility, shall be guilty of a Class 1 misdemeanor.
(b) 
The presence of any metering device found to have been altered, tampered with or bypassed in a manner that would cause such metering device to inaccurately measure and register the degree, amount or quantity of such service supplied, or which would cause such service to be diverted from the recording apparatus of the meter, shall be prima facie evidence of intent to violate and of the violation of this section by the person to whose benefit it is that such service be unmetered, unregistered or diverted.

(b) 
The amount of the monthly bill is calculated by adding the customer charge for the category of user to the product of the number of KWHs used during the month by the KWH rate for the category of user and by adjusting for the fuel adjustment factor.
(c) 
A security deposit may be required to open an account and/or from time to time as a guarantee of payment for electricity to be used by a residential or business customer depending on the credit rating of the customer. If a deposit is required, the amount shall be as follows:

If the customer can show that circumstances have changed so that the consumption of electricity will be considerably more or less than the consumption of the most-recent occupant of the same premises, the Director of Finance, or his or her designee, may establish a different security deposit for the premises.

The Council and the Electric and Finance Department may establish administrative policies from time to time governing utility service, which supplement this section.

All bills for electric service furnished by the City shall become due and payable when presented, and all accounts shall be paid on or before the 20th of the month in which the bill is rendered.

(a) 
If any electric service account is not paid in full on or before the 20th of the month in which the bill is rendered, a late payment charge of 1 1/2% of the total electric service account or $2, whichever is greater, shall be assessed. A late payment charge of 1 1/2% or $2, whichever is greater, shall be imposed upon the twenty-first of each month thereafter upon any unpaid balance. Ten days following the 20th of the month, service will be discontinued on unpaid bills without further notice. Where service is so discontinued, the following charges shall be made for reconnection during the following times:
(1) 
Monday through Friday, 8:30 a.m. to 5:00 p.m. (except holidays): $20.
(2) 
Monday through Thursday, after 5:00 p.m. until 9:00 p.m. (except holidays): $50.
(3) 
Monday through Friday, after 9:01 p.m. until 8:30 a.m. of the next day: $100
(4) 
After 5:00 p.m. Friday until 8:30 a.m. Monday and during all City holidays: $100.
Where water, sewer or garbage and refuse accounts are likewise delinquent, only one charge shall be made for reconnection of all utility services, and the $2 minimum only applies once.
(b) 
It shall be unlawful for any person, other than a duly authorized agent of the City, to turn on electricity in any place of service after the same has been turned off by the City for the nonpayment of charges for such electricity. Any use of such electricity by any person after the same has been so turned off shall constitute and be deemed larceny of such electricity.
