A.
Bad Check Fee. Any person that makes a payment to the City
by check which is then not honored by the maker's bank or savings
institution shall be assessed, in addition to the amount due on the
check, an additional sum of fifty dollars ($50.00) per check. The
fifty dollar ($50.00) cost shall be assessed no matter what the reason
the check was not honored by the bank or savings institution.

A.
Appointment. The Mayor may appoint, with the approval of
the Board of Aldermen, an insurance agent as broker of record to assist
the City in obtaining insurance coverage at a reasonable cost. Any
appointment must comply with the specifications as set up by the Mayor
and the Board of Aldermen for an insurance agent as broker of record.
B.
Compensation. The agent, as broker of record, shall not
receive any salary or consultation fees other than the normal salaries,
commissions or fees legally received from insurance companies according
to standard insurance industry practice.
C.
Fee Agreements. No fees shall be paid directly by the City
unless agreed upon in advance between the City and the agent-broker
of record and approved by the Board of Aldermen and the Mayor.

A.
Improvements.
1.
Approval of specifications. All specifications
for improvements shall be approved by the Board of Aldermen prior
to being put out for bids.
2.
Expenditures over one thousand dollars. All expenditures
of over one thousand dollars ($1,000.00) shall be advertised for bid.
In addition to the advertising, the department head seeking the bids
may also solicit bids. All bids must be received sealed, clearly marked
"Bid" and addressed to the attention of the City Clerk.
B.
Bid Proposals.
1.
Opening bids. All bid proposals may be opened prior
to the regular meeting by the City Clerk or designee within the presence
of the appropriate department head who is involved in these bids and
at least one (1) other person. The time of bid opening shall be officially
set out in the bid specifications and request for bids.
2.
Copies to appropriate officials. After the opening
of the bids, they shall be initialed and copied by the City Clerk,
with copies given to the department head to make a recommendation
to the Mayor and Board of Aldermen concerning the acceptance or rejection
of certain bids. The originals shall be kept by the City Clerk.
3.
Approval of bid proposals. Prior to the acceptance
of bid proposals, they shall be approved by the Board of Aldermen.
C.
Contracts.
1.
Approval required. All contracts to be entered
into by the City shall be approved by the Board of Aldermen.
2.
Review by City Attorney. Prior to the signing of
any contracts, they shall be reviewed by the City Attorney.
3.
Signatures required. All contracts shall be signed
by the Mayor and attested to by the City Clerk. In the event the Mayor
is not available to enter into a contract that has been authorized
by the Board, it may be signed by the President of the Board of Aldermen.
4.
Authority restricted. No department head or other
employee of the City is authorized to enter into contracts unless
there is an emergency or it is authorized by the Mayor and the Board
of Aldermen.
5.
Prevailing wage. All contracts that require a prevailing
wage shall have the prevailing wage provision set out therein.

A.
Determination Of Senior Citizen. The age for receiving benefits
from the City for senior citizens shall be sixty-two (62) years. This
includes, but is not limited to, senior citizen eligibility to attend
senior citizen picnics and other senior citizen functions.
B.
Tax Refunds Exempt. This Section shall not apply to the
senior citizen tax refunds for which a person, in order to be eligible
in the City, still must be sixty-five (65) years of age.
C.
Underage Spouses. Provisions for a person under sixty-two
(62) whose spouse is over sixty-two (62) shall be provided for by
the Mayor and the Board of Aldermen.
