Section 200.010 Size of Police Force — Powers.

The Police of the City may be appointed in such numbers, for such times and in such manner as may be prescribed by ordinance. They shall have power to serve and execute all warrants, subpoenas, writs or other process and to make arrests. They may exercise such powers in areas leased or owned by the municipality outside of the boundaries of such municipality. The Policemen shall be conservators of the peace and shall be active and vigilant in the preservation of good order within the City.

Section 200.020 Police Officers.

Positions Created. The Board of Aldermen hereby creates and establishes the following grades and ranks for officers of the Police Department of the City to assist the Chief of Police:

Appointments And Promotions. The appointment of Police Officers or the promotion thereof will be done by recommendation of the Chief of Police and approval of the Board of Aldermen.
Powers And Duties.
The duties of the Police Officers of the various grades and ranks shall be prescribed by the Chief of Police.
The Police shall have the power, at all times, to make an arrest, with proper process, for any offense against the laws of the City or of the State and to commit the offender to the proper jail to prevent his/her escape until a trial can be had before the proper officer unless such offender shall give a good and sufficient bond for his/her appearance for trial.
The Police shall also have the power to make arrest without process in all cases in which any offense against the laws of the City or of the State shall be committed in his/her presence or to arrest any person whom he/she has reasonable cause to believe is committing or has committed a misdemeanor against the laws of the City or of the State.

Section 200.030 City May Enter Into Agreement.

The Board of Aldermen of the City may by ordinance enter into a contract or agreement with any other political subdivision for the provision of Police services by one political subdivision to another on request as provided for in Section 70.815, RSMo. The terms "Chief of Police", "Police", "Police Officer" and "Police Department", as used herein, shall refer to Law Enforcement Officers of the contracting entity.

Section 200.040 Fees for False Burglar Alarms.

Fees Established. There shall be established the following fees for false burglar alarms within the City:
First three (3) false alarms in any calendar year
No charge
4, 5 and 6 false alarms
Any additional false alarms after 6 false alarms have previously been received
$50.00 per false alarm
Penalty. In addition to the above, any person failing to make payment when required pursuant to Subsection (A) of this Section shall be considered in violation of this Section and in addition to any amounts due, anyone in violation may be subject to the penalty provided in Section 100.220 of this Code.
