Before the final plat of any subdivided area shall be approved
and recorded, the subdivider shall make and install the improvements
described in this Chapter. In lieu of final completion of the minimum
improvements before the plat is finally approved, the subdivider may
post a surety bond, approved by the Board of Aldermen, which bond
will ensure to the City that the improvements will be completed by
the subdivider within two (2) years after the final approval of the
plan. The amount of the bond shall not be less than the estimated
cost of improvements and the amount of the estimate must be approved
by the Board of Aldermen. If the improvements are not completed within
the specified time, the Board of Aldermen may use the bond or any
necessary portion thereof to complete same.

A.
The
minimum improvements installed in any subdivision before the plat
can be finally approved shall be in accordance with the following:
1.
Streets — curbs and gutters — sidewalks. The subdivider shall grade and improve all new streets and alleys,
if any, within the subdivided area. The paving on such new streets
shall be concrete or bituminous macadam, having a minimum width of
twenty-seven (27) feet from back-to-back of curbs and gutters. Curbs
and gutters shall be of concrete, at least thirty (30) inches wide
and conform to the minimum requirements and standards of the City.
Concrete sidewalks of a minimum width of forty-eight (48) inches and
four (4) inches in thickness shall be constructed on both sides of
all streets. The edge of the sidewalk nearest the property line shall
be twelve (12) inches distant therefrom.
2.
Water mains — fire hydrants. The subdivider
shall pay the cost of all labor, materials and incidental expense
required for the installation of water mains and fire hydrants in
the subdivided area. Such installation of the water mains and fire
hydrants shall be done by the St. Louis County Water Company and the
fire district in accordance with their standards and specifications.
The water mains and hydrants, when installed, shall become at once
the property of the St. Louis County Water Company and such company
shall have exclusive control and use thereof, subject to the right
of the residents of the subdivided area to be connected therewith.
3.
Sanitary sewers. The subdivider shall install sanitary
sewers and provide a connection for each lot. Such installation shall
be in accordance with the standards and specifications of and before
the improvement is started, the plan thereof shall be approved by
the St. Louis Metropolitan Sewer District.
4.
Storm sewers. The subdivider shall install storm
sewers to provide drainage for the development. Such installations
shall be in accordance with the standards and specifications of and
before the improvement is started, the plan therefor shall be approved
by the St. Louis Metropolitan Sewer District.

The City shall require the subdivider to bear the costs of all
inspections needed.
