Section 135.010 Qualifications.

A. 
No person shall be appointed to serve on a committee, commission or board if at the time of such appointment such person is in arrears with respect to the payment to the Village of any taxes, utility charges, or fines.
B. 
If any person serving on a committee, commission, or advisory board becomes more than forty-five (45) days in arrears with respect to the payment to the Village of any taxes, utility charges, or fines, the Village Clerk shall send a notice to that person indicating the amount due and that on the sixtieth (60) day of being in arrears, that person shall be automatically removed from any committee, commission or advisory board on which that person serves, unless the person has filed a lawsuit to challenge the validity of the Village's charges for which the person is alleged to be in arrears.
C. 
The qualifications stated above shall be in addition to the criteria for eligibility for public service contained in the Missouri Constitution (including applicable provisions pertaining to nepotism) and Chapter 104 of the Revised Statutes of Missouri, and any other statute.

Section 135.020 Membership; Terms.

A. 
There is hereby established a Village Police and Emergency Management Advisory Committee which shall consist of five (5) members who shall be residents of the Village. The Board of Trustees shall elect one (1) of the members of the Board of Trustees to serve as Committee Chair for a term of one (1) year.
B. 
The Committee Chair shall appoint a Trustee to serve as Committee Vice Chair for a term of one (1) year.
C. 
The Chair and Vice Chair shall nominate three (3) additional committee members to each serve one-year terms. These nominees shall be confirmed and appointed by the Board of Trustees.
D. 
Vacancies shall be filled by the nomination of a new member by the Chair and Vice Chair, with appointment by the Board of Trustees, with the new appointee to serve to the end of the unexpired term.
E. 
The Chairman of the Board of Trustees and the Chief of Police and Administrator shall be ex officio, non-voting members of the Committee and shall be entitled to be present and participate in all meetings of the Committee.

Section 135.030 Committee Responsibility.

A. 
The Police and Emergency Management Advisory Committee shall have the authority and responsibility to:
1. 
Advise the Board of Trustees and Administrator, after guidance from the Chief of Police, regarding law enforcement and crime prevention within the Village;
2. 
Hear and review complaints by citizens pertaining to Law Enforcement or public safety and to request the proper authorities (Chief of Police or Administrator) to investigate such complaints. Any such investigation shall be conducted only by the proper authority and a summary report shall be rendered in writing regarding the results of the investigation to the Committee. Confidentiality must be maintained at all times regarding any investigation.
B. 
Nothing contained in this Section shall give the Committee any power, either directly or indirectly, to investigate personnel procedures or policies of the public safety ordinance, but may make recommendations to the Board of Trustees if revisions are deemed appropriate.
C. 
Nothing contained in this Section shall confer any power or authority on any member of the Committee to make arrests or to exercise, in any way, the power or authority of a Law Enforcement Officer.

Section 135.040 Meetings.

A. 
The Committee shall meet not less than four (4) times annually. The Committee may meet in special meetings at such additional times as may be set by the Chairman. All meetings shall be held at the Village office.
B. 
All meetings of the Committee shall be open to the public unless otherwise authorized by law.

Section 135.050 Expenditures.

A. 
The Committee shall expend monies within the amounts appropriated for that purpose by the Board of Trustees. The Committee shall not expend any monies or enter into any contracts of any nature without the prior approval of the Board of Trustees.
B. 
The Committee will consult and review with the Chief of Police and Administrator the proposed budget for Law Enforcement and will make recommendations concerning the budget.

Section 135.060 Attendance Policy.

If a member of this Committee/Commission is absent and unexcused for three (3) consecutive regular meetings or fifty percent (50%) of all meetings in a given year, the Chair will recommend to the Board of Trustees that the member be replaced as soon as possible.
