A. 
Actual Use Rate Structure.

1. 
Each user shall pay for the services provided by the City based on their use of the Water System as determined by water meter(s) acceptable to the City.
2. 
All monthly user charges will be based on monthly water usage.
3. 
The City hereby imposes the following charges for services:
a. 
The minimum charge per month shall be $23.84. In addition, each user shall pay a user unit charge of $ 6.35 per 1,000 gallons of water as determined in the preceding Section.
4. 
The user charge rates established in this Article apply to all users of the City' s Water System, regardless of the user's location.

B. 
Security Deposits.
1. 
The residential water user shall tender a security deposit of fifty dollars ($50.00) if the user is the actual owner in fee simple of the premises or one hundred dollars ($100.00) if the user is not the actual owner in fee simple of the premises.
2. 
The commercial water user shall tender a security deposit equal to the estimated charge for one (1) month's water usage as determined by the Director of Public Works or fifty dollars ($50.00) if the user is the actual owner in fee simple of the premises or one hundred dollars ($100.00) if the user is not the actual owner in fee simple of the premises, whichever amount is greater.

A. 
Those customers needing new water meter installation shall tender sums as specified in Subsection (B) hereof, on file in the City offices, depending on the nature of the connection required.
B. 
Meter Setting Charges. The meter setting charge shall be charged at the then actual cost to the City to install the meter.

A. 
Water users connecting to the City's water system shall tender an impact charge to obtain water service as specified in Section 700.080(B) of this Chapter.
B. 
This is a non-refundable one-time charge, which is separate and apart from any and all other fees and charges. The imposition of this water impact charge will help ensure that each additional water connection to the City system is assuming some financial responsibility for the increased demand on the public system instead of the general public. This impact charge is a one-time developmental charge intended as payment for the costs of the water facilities needed to accommodate the increase in demand generated by the new connection.

A. 
The water rates for water service to multi-family residences and mobile home parks are as follows:
1. 
If one (1) meter serves the entire complex, the minimum water bill will be determined by the number of residential units able to be served by the meter. The minimum charge will be as set forth in Section 700.020(1) above for each residence unit and will include one thousand (1,000) gallons for each unit. Each additional one thousand (1,000) gallons over the minimum will be billed as set forth in Section 700.020(1) above.
2. 
In the alternative, each residential unit will have its own meter and all rates, fees, charges and deposits as set forth in this Article will apply.

The City Clerk will deposit the amount of twenty-eight thousand dollars ($28,000.00) annually from the Water Operation Fund into an account set up specifically for the use of replacing components of, or improving, the water system.

The City shall collect and pay to the State of Missouri seventeen cents ($0.17) or whatever fee is established by the State per user per month.
