There is hereby established in the City a Youth Advisory Council.
It is hereby declared and recognized that the youth are the future of our communities, and it is vitally important that they are vested with the knowledge, skills and abilities to be the next generation of leaders by providing them access and opportunity to be active and engage in civic matters affecting their communities.
A. 
The membership of the Youth Advisory Council shall include persons attending secondary schools in the City of East Orange between the ages of 14 and 18 with a strong interest in local government, civic and municipal matters. The number of student members shall be not less than 13, and the number of adult members shall not be more than two. Each City ward must be represented by at least two student members.
B. 
The Mayor shall make three student appointments and one adult member appointment.
C. 
City Council shall make a total of 10 student appointments and one adult member appointment: each Councilperson shall make two student appointments and the City Council Chairperson shall additionally appoint one adult member.
D. 
City Council shall have the power to expand the size of the Youth Advisory Council and make all reasonable efforts to ensure that each City ward is equally represented on the Youth Advisory Council.
E. 
All student and adult members shall serve for one-year terms and without compensation. Such terms shall commence January 1 of each calendar year.
F. 
In case of death, resignation or inability to serve, a successor shall be appointed in the same manner as the appointment of the original members to fill the unexpired term of such member. Each member shall serve until his successor is duly appointed and qualified.
The Youth Advisory Committee shall, as soon as possible after the first day of each year, select a Chairperson and such other officers as it may deem necessary and shall adopt bylaws to govern its procedural operations. The Youth Advisory Council shall have access to technical assistance by way of the Mayor's office and City Council. The Youth Advisory Council shall be administered under the office of City Council.
The Youth Advisory Council shall have the following duties and responsibilities:
A. 
To solely act as advisory board and make recommendations to the Mayor and the City Council on policy matters affecting the youth community.
B. 
To establish its own bylaws to govern its procedural operations.
C. 
To plan, organize, coordinate and implement social, cultural, recreational, educational and other activities in support of the youth community.
D. 
To encourage and seek widespread citizen input regarding issues concerning the youth community.
E. 
To assist in the dissemination of information regarding the Youth Advisory Council's activities and information related to the Youth Advisory Council's purpose.
F. 
To present the views of the youth community to the Mayor and City Council.
G. 
To make recommendations relative to the issues facing the youth community in the City of East Orange and to report not less than once a year to the Mayor and City Council on policies, procedures and programs related to the stated purposes of the Youth Advisory Council.
