There is hereby established a Park Board Advisory Committee which will act as an oversight committee for the park as to the operations and facility well-being. The Advisory Committee will be composed of nine (9) members chosen from the citizens at large, and no member of the municipal government shall be a member of the Board. The members shall be appointed by the Mayor with confirmation by the Board of Aldermen. The Advisory Committee shall serve in any advisory capacity to the Board of Aldermen and shall have no separate legislative authority. Staggered terms will be set with initial three (3) members one (1) year, three (3) members for two (2) years and three (3) members for three (3) years.

A. 
The Park Board Advisory Committee is charged with the following responsibilities:
1. 
To review and propose use rules/regulations of the rental of the facilities and for Board approval such as operating times (open and close).
2. 
To review and recommend bids for services, materials, contracts and review and recommend pool manager from applicants.
3. 
To prepare and submit to the City Administrator a proposed capital improvement and report recommendations for justification, funding alternatives and costs.
4. 
To prepare and submit to the City Administrator a proposed budget request for each fiscal year.
5. 
To prepare and submit purchasing request as per the City's purchasing policy.
6. 
The Committee shall meet regularly once per month or call a special meeting as needed and must have a quorum present.
7. 
To submit to the City Clerk at least thirty-two (32) hours prior to a regular meeting the proposed agenda items which shall be posted per the Open Meeting Law, Ch. 610, RSMo.
8. 
The Committee will submit the approved minutes of each meeting for filing by the City Clerk.
9. 
The Committee shall elect a Chairman after the passage of the ordinance and each year thereafter for a one (1) year term.
10. 
The Committee members absent from three (3) meetings in one (1) year without cause shall be replaced and a new member appointed to finish that term.
11. 
To review and identify park facility needs and submit report findings to the City Administrator and to review proposals and methods to the needs with him/her.
12. 
Complaints received as to the operation or contracted services from citizens or renters will be made to the City Administrator and forwarded to the Advisory Committee.
13. 
The Committee shall supervise contracted services and submit reports of performance to City Hall two (2) months prior to contract renewal.

The Advisory Committee shall have no responsibilities or functions in regards to the renting or leasing of the park facilities nor shall it make any legal contracts. All renting and contracting shall be done by the Board of Aldermen or its designee at City Hall.

A. 
All business of the Advisory Committee shall be conducted in public meetings pursuant to Robert's Rules of Order and applicable City ordinances. Such meetings shall follow the following agenda:
1. 
Roll call,
2. 
Minutes (reading and approval),
3. 
Reports,
4. 
Old business,
5. 
New business,
6. 
Miscellaneous and visitors, and
7. 
Adjournment.
