It appearing to the Board of Aldermen that the citizens of Bowling Green, Pike County and surrounding communities are desirous of using the Bowling Green Lake for fishing, boating and related activities; that the said Bowling Green Lake is a suitable place for such activities; and that it would be to the best interest of the health and welfare of the persons using said facilities and to the best interest of the public in general to have a definite set of rules and regulations pertaining to the use of said lake; it is, therefore, ordained by the Board of Aldermen of the City of Bowling Green, Missouri, that the following rules, regulations and provisions relating to the use, control and operation of the Bowling Green Lake as a fishing, boating and general picnic area are hereby adopted and put into effect, to wit.

A. 
General rules for the use of the lake are as follows:
1. 
No hunting, trapping, grazing of livestock or possession of firearms will be permitted on the Bowling Green Lake properties under any circumstances. Bows and crossbows may only be used on the Bowling Green Lake properties in designated locations when there is instruction for their use in a class or program provided by the City or allowed in writing by the City through a sponsored program of a third party. The City may establish an archery range on the Bowling Green Lake properties, in which case the City Administrator shall establish a set of written rules and regulations for the operation thereof which shall be posted and have the force of ordinance subject to the general penalty section of the Bowling Green Municipal Code.[1] Upon the establishment of such written rules and regulations, and approval by the Bowling Green Board of Aldermen after being duly moved and seconded, a copy shall be provided to the City Clerk and the Police Department, as well as being published in the local legal paper prior to the effective date thereof.

2. 
It shall be unlawful for any person or persons to bathe in, swim in or enter into the water, whether naked or clothed, of the reservoir of the City of Bowling Green or to put or place in or throw into said reservoir any foreign substance, whether refuse matter or otherwise, or to water any animals from same or to carry or transport water therefrom or in any other manner corrupt or pollute the water in said reservoir.
3. 
No dumping or throwing of trash, empty bottles or any other form of refuse or otherwise littering in the lakes or on the grounds will be permitted.
4. 
It is prohibited to commit any act of vandalism, destruction of City properties or trespassing in violation of these regulations.
5. 
No person shall fail to comply with the regulations posted at the Bowling Green Lake properties posted by the Missouri Department of Conservation.
6. 
Motor vehicles licensed by a state to be operated upon the public roads shall be allowed only upon designated roadways which have been prepared with a surface for vehicular traffic. No unlicensed motor vehicles shall be permitted anywhere on the City lake property. It shall be unlawful for any motor vehicle to be operated off of a designated roadway.

A. 
Boating regulations shall be as follows:
1. 
No person shall operate any boat while in an intoxicated condition or under the influence of an intoxicating beverage, nor may any alcoholic beverage be carried in any boat on the lakes.
2. 
No gas motors shall be used on City lake properties. Electric trolling motors may be used.

All fishing shall be done in conformity with the rules and regulations of the Conservation Commission of the Department of Conservation of the State of Missouri, and all seasons, licenses and other matters related to fishing shall be in conformity with said rules and regulations. No trot lines will be allowed.

A. 
The following regulations shall apply to camping at the lake area:
1. 
Camping may be permitted, but only within designated camping areas. Campers are required to register and obtain a parking permit from the City in advance of camping.

2. 
Stays are limited to a period of fourteen (14) consecutive days in a thirty-day period, with the period to commence the date the site is occupied or camping within any given area first occurs.
3. 
Personal property must be removed at the end of the fourteen-day period.
4. 
Total camping days are limited to thirty (30) days within one (1) calendar year.
5. 
Camping requests in excess of thirty (30) days within a calendar year may be granted by the Board of Aldermen.
6. 
Only one (1) camping or sleeping unit and a maximum of six (6) people are permitted in each campsite.
7. 
Quiet hours are effective from 10:00 P.M. to 6:00 A.M. daily. Visitors who are not occupying a campsite are required to leave the campground by 10:00 P.M. "Quiet hours" are defined as the cessation of excessive noise from people or any mechanical or electrical device which causes disturbance to other campers.
8. 
Motor vehicles licensed by a state to be operated upon the public roads shall be allowed only upon designated roadways which have been prepared with a surface for vehicular traffic. No unlicensed motor vehicles shall be permitted anywhere on the City lake property. It shall be unlawful for any motor vehicle to be operated off of a designated roadway.
9. 
Groups of more than ten (10) people must obtain approval of the Chief of Police prior to camping.
10. 
Campers may utilize dead timber for firewood. No live trees shall be cut or removed.
11. 
Camping user fees shall be recommended by the Director of Parks and Recreation and approved by the Board of Aldermen.
12. 
Signs at the lake area shall inform campers of registration and permit requirements and list quiet hours and the City website.
