No contract for the purchase or sale of real estate shall be made without the vote of two-thirds of the members of the common council elected, after receiving the recommendations of the mayor with regard thereto.
Notwithstanding the provisions of Paragraph (b) of subdivision 2 of § 23 of the General City Law, or of any special act, local law, or ordinance, the common council may, by resolution, sell or lease real property belonging to the city which is not needed for a public purpose to a particular purchaser for a negotiated sum determined by the common council to be a fair price for said property, without the necessity of competitive bidding and upon such other terms and conditions as it may deem appropriate.
All property belonging to the city shall be exempt from taxation for any purpose, except as provided in the charter or this administrative code.
All the real and personal estate located in the Town of Poughkeepsie, in the county, and belonging to the city, which is now held by the city for the public use of the people thereof shall hereafter be exempt, free from taxation, so long as the same is used for such purposes.
Whenever any real estate in said city shall be owned by two (2) or more persons jointly, or as tenants in common, a notice served on one (1) of such persons shall be sufficient notice to all, for any purpose requiring a notice under this act.
Notwithstanding the provisions of § 23 of the General City Law and any other laws, special act or local law, the mayor of the city is hereby authorized and empowered to grant and convey, without advertising and competitive bidding, to upon the terms and conditions hereinafter contained and set forth, and upon such other terms and conditions to be contained in a separate agreement by and between the city and Marist College, an educational corporation, organized by charter from the board of regents of the state, as the common council may prescribe, all the right, title and interest of the city in and to the property more specifically bounded and described as follows:
All that certain lot, piece or parcel of land situate, lying and being in the Town of Poughkeepsie, Dutchess County, New York, and more particularly bounded and described as follows:
Beginning at a 4-inch cast-iron pipe set in the ground in the easterly line of the Penn Central Transportation Company which point is the southwest corner of lands conveyed to the City of Poughkeepsie by Nicholas B. and Gertrude Jungeblut as recorded in the Dutchess County Clerk's office in Liber 355, page 437, and which point is the northwest corner of property conveyed to Marist Brothers by deed recorded in the Dutchess County Clerk's office in Liber 358, page 454; thence easterly along the division line between properties of the City of Poughkeepsie and Marist Brothers S 78° 12'40" E 399.7 feet to a 4-inch cast-iron pipe set in the ground; thence N 02° 45' E 230 feet to a 4-inch cast-iron pipe set in the ground which point is the northeast corner of the property conveyed to Jungeblut to the City of Poughkeepsie; thence N 23° 34' W 71.83 feet thence N 06° E 12.0 feet thence N 84° 53' W 295.22 feet to a point in the easterly line of the property of the Penn Central Transportation Company thence southerly along the easterly line of the Penn Central Transportation Company S 06° W 39.0 feet thence N 83° 16' W 18.0 feet thence continuing along the easterly line of the Penn Central Transportation Company S 07° W 51.0 feet to the northwest corner of the property conveyed by Nicholas B. and Gertrude Jungeblut to the City of Poughkeepsie; thence S 09° 07" W 332.4 feet to the place of beginning containing 2.94 acres more or less.
Notwithstanding the provisions of § 23 of the General City Law and any other laws, special act or local law, the mayor of the city is hereby authorized to lease to Marist College, an educational corporation, organized by charter from the board of regents of the state, for a term of twenty-five (25) years, upon the terms and conditions to be contained in a separate contract of lease by and between the city and as the common council may prescribe, a certain parcel of real estate more particularly bounded and described as follows:
All that certain lot, piece or parcel of land situate, lying and being in the Town of Poughkeepsie, Dutchess County, new York, more particularly bounded and described as follows:
Beginning at a point in the easterly line of the Penn Central Transportation Company property which point is the northwesterly corner of property conveyed to the City of Poughkeepsie by an order of the New York State Supreme Court as recorded in Supreme Court Order Book No. 10, page 93; thence southerly along the easterly line of the Penn Central Transportation Company S 06° W 262.0 feet; thence S 84° 53' E 295.22 feet; thence N 06° E 291 feet to the northeast corner of the property herein described; thence S 89° 30' W of 297 feet to the point of beginning containing 1.83 acres more or less.
Notwithstanding the provisions of the General City Law, and any other laws, charters, ordinances, special acts or local laws, the mayor of the city is hereby authorized to accept on behalf of the city all of the right, title and interest of Marist College, an educational corporation, organized by charter from the board of regents of the state, in and to a certain parcel of real property in exchange for the real property described in section 1 and section 2 hereof, the same being more particularly bounded and described as follows:
All that certain lot, piece or parcel of land situate, lying and being in the Town of Poughkeepsie, Dutchess County, New York, more particularly bounded and described as follows:
Beginning at a point in the easterly property line of the Penn Central Transportation Company which point is 50 feet easterly at right angles to station 394 + 821.34 of the monumented center line of the Penn Central Transportation Company; thence northerly along the easterly property line of the said railroad 153.83 feet to a point which is 100 feet easterly measured at right angles to station 394 + 966.81 this point being on the division line between the properties of V. J. Costanzi on the north and Marist College on the south; thence easterly along said division line which line makes an interior angle of 96° with the monumented center line of the railroad 303.66 feet; thence southerly and parallel to the monumented center line 177.20 feet to the northeast corner of property of the City of Poughkeepsie; thence westerly along said City of Poughkeepsie property line 352 feet to the point of beginning containing 1.18 acres more or less.
Notwithstanding the provisions of the General City Law, and any other laws, charters, ordinances, special acts or local laws, the mayor of the city is hereby authorized to accept on behalf of the city all of the right, title and interest of Marist College, and educational corporation, organized by charter from the board of regents of the state, in and to a certain parcel of real property in exchange for the real property described in section 1 and section 2 hereof, the same being more particularly bounded and described as follows:
All that tract or parcel of land situated in the Town of Poughkeepsie, County of Dutchess and State of New York, being part of the lands conveyed by the New York Central Railroad Company to Marist College by deed dated June 10, 1963 and recorded in the Dutchess County clerk's office June 13, 1963 in Book 1102 of Deeds at page 804 and being more particularly described as follows:
Beginning at the southwesterly corner of said lands conveyed to Marist College, said point also being 260.00 feet distant easterly, measured at right angles from Station 391 + 482.85 of the monumented center line of the former New York Central Railroad; running thence N 3° 46'31" W along the westerly boundary of said lands of Marist College, a distance of 855.00 feet to a point; thence through said lands conveyed to Marist College the following 5 courses and distances:

N 86° 13'29" E, a distance of 73.00 feet to a point;
(2)
S 03° 46'31" E, parallel to said westerly boundary; a distance of 135.00 feet to a point;
(3)
S 53° 46'31" E, a distance of 124.47 feet to a point;
(4)
S 00° 48'31" E, parallel with said monumented center line of the former New York Central Railroad, a distance of 320.00 feet to a point;
(5)
S 51° 55'22" E, a distance of 106.85 feet to a point on the northwesterly boundary of lands of the former Central New England Railroad Company;
thence southwesterly along said railroad boundary, following a curve to the left having a radius of 2372.01 feet and whose chord bears S 39° 06'28" W, an arc length of 340.29 feet to the point of beginning, containing 111,758 square feet = 2.566 acres, more or less.
Notwithstanding the provisions of § 23 of the General City Law and any other laws, special act or local law, the mayor of the city is hereby authorized and empowered to grant and convey, to Marist College, an educational corporation, organized by charter from the board of regents of the state, without advertising and competitive bidding and upon the terms and conditions hereinafter set forth, and upon such other terms and conditions to be contained in a separate agreement by and between the city and Marist College, all the right, title and interest of the City of Poughkeepsie in and to the property bound and described as follows:
All that certain lot, piece or parcel of land, situate in the Town of Poughkeepsie, Dutchess County, New York, and more particularly bounded and described as follows:
Beginning at a point in the westerly line of lands of the Penn Central Transportation Company, the said point being the southeasterly corner of the herein described parcel being the northeasterly corner of lands of Marist College and being 119.92' westerly as measured at right angles from Station 393 + 558.35 of the monumented center line of said railroad; thence along the southerly line of the herein described parcel along the northerly line of lands of Marist College S 76° 15'00" W 325.55 feet to the southwesterly corner of the herein described parcel, being the northwesterly corner of lands of Marist College and being a point on the concrete bulkhead marking the easterly line of the Hudson River; thence along the westerly line of the herein described parcel along the easterly line of the Hudson River 471 feet more or less to the northwesterly corner of the herein described parcel S 84° 44'20" E 142 feet more or less and N 89° 02' 30" E 104.62 feet to the northeasterly corner of the herein described parcel, being a point in the westerly line of lands of the Penn Central Transportation Company; thence along the easterly line of the herein described parcel along the westerly line of lands of the Penn Central Transportation Company S 7° 09'20" W 182.28 feet, S 14° 13'20" W 162.43 feet and S 34° 53'50" W 21.30 feet to the point or place of beginning and containing 2.7 acres, more or less; together with a right-of-way over the existing road passing through lands of the city to be used for the purpose of ingress and egress.
Subject to the express covenant, restriction and reservation that the premises shall be used for recreational and ecological purposes for a minimum period of twenty-five (25) years from the date of conveyance. This covenant and restriction shall be no further force and effect and shall be terminate automatically, twenty-five (25) years from the date of the conveyance made pursuant to this local law.
