It is hereby found, determined and declared to be for the public health, safety, welfare and benefit of the City of Bowling Green, Missouri, and its inhabitants that the existing waterworks of said City and the existing sanitary sewerage system and all future improvements and extensions thereto be combined and that they shall thenceforth be operated and maintained as a combined waterworks and sewerage system.

The waterworks of the City of Bowling Green, Missouri, and the sanitary sewerage system and all future improvements and extensions thereto, whether to the Waterworks or to the sewerage system or to both, shall be and the same are combined and it is hereby declared that said waterworks and said sewerage system, and all future improvements and extensions thereto as aforesaid, thenceforth be operated and maintained as a combined waterworks and sewerage system.

No City utility services shall be provided to any user, lot or unit upon property which has assessed and unpaid City taxes due and owing. City utility service to a user, lot or unit may be discontinued ten (10) calendar days after the date of written notice to the property owner by First Class United States Mail, Postage Prepaid, upon property which has assessed and unpaid City taxes due and owing.
