The provisions of this Title prohibiting the standing or parking of a vehicle shall apply at all times or at those times herein specified or as indicated on official signs except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a Police Officer or official traffic control device.
The provisions of this Title imposing a time limit on parking shall not relieve any person from the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles in specified places or at specified times.
When signs are erected giving notice thereof, no person shall park a vehicle at any time upon any of the streets described by ordinance.
When signs are erected in each block giving notice thereof, no person shall park a vehicle between the hours specified by ordinance of any day except Sunday and public holidays within the districts or upon any of the streets described by ordinance.
When signs are erected in each block giving notice thereof, no person shall stop, stand or park a vehicle between the hours specified by ordinance of any day except Sundays and public holidays within the district or upon any of the streets described by ordinance.
Whenever by this Title or any ordinance of the City any parking time limit is imposed or parking is prohibited on designated streets, it shall be the duty of the City Traffic Engineer to erect appropriate signs giving notice thereof and no such regulations shall be effective unless said signs are erected and in place at the time of any alleged offense.

In cases where an equally direct and convenient alternate route is provided, an ordinance may describe and signs may be erected giving notice thereof, that no person shall operate any commercial vehicle upon streets or parts of streets so described except those commercial vehicles making deliveries thereon.

A. 
Upon all of the streets of the City of Excelsior Springs, Missouri, that do not at present have regulated parking, the maximum number of hours that any vehicle may remain parked upon said streets, without interruption or removal of said vehicle, shall be seventy-two (72) hours.
B. 
The following regulations shall apply to municipal public parking lots:
1. 
No passenger type of motor vehicle shall park in excess of two (2) continuous hours during the time of 9:00 A.M. to 5:00 P.M. on the Savoy Parking Lot, from Monday through Friday;
2. 
No motor vehicle shall park in excess of twenty-four (24) continuous hours on the municipal public parking lots known as the Hitch Lot and the Oaks Lot;
3. 
No truck or trailer type vehicle licensed over six thousand (6,000) pounds shall park in any municipal parking lot for a period in excess of twelve (12) continuous hours; nor, in the Savoy Parking Lot in excess of the restrictions heretofore designated;
4. 
No vehicle parked in any lot shall have a sign on same indicating that said vehicle is for sale, nor may any vehicle whose purpose is that of advertising any product, service or facility be parked in said lot, but this shall not exclude the fact that same may have the usual company signs on same if it shall be a service vehicle;
5. 
All vehicles shall be parked in accordance with the parking area designated for each vehicle and shall not encroach on an additional parking space or area nor extend into a roadway or driveway in said lot;
6. 
Any person owning any vehicle that shall cause damage in any way to said parking facilities, by either negligent operation or careless parking shall be responsible to the City for said damage and shall pay same prior to said vehicle being removed from said lot, and the City Police are hereby authorized to impound said vehicle until same is paid;
7. 
Any parked vehicle that shall be in violation of any rules or regulations herein set forth shall be responsible and liable for the costs of said removal and the person so removing may impound said vehicle until said charges are paid;
8. 
No vehicle having a rated load limit in excess of two and one-half (2½) tons shall be parked on any municipal public parking lot, except that such vehicle shall be allowed to park in the municipal public parking lot known as the Hitch Lot;
9. 
The City Manager shall have the authority to designate certain areas in which trucks, trailers or combinations thereof shall park and same shall park in no other part of said lot, but the area so designated may be used by passenger vehicles as well as trucks, trailers or combinations thereof.
C. 
The City Manager is directed to cause appropriate signs to be placed on display setting forth the applicable rules on each public parking lot.
D. 
Upon conviction for the violation of any of the provisions hereof in the Municipal Court of the City of Excelsior Springs, Missouri, the convicted offender shall be guilty of an ordinance violation and shall be subject to fine, or imprisonment, as provided for under the general ordinances of this City. Each day that a violation shall continue shall be a new and separate offense.

A. 
Rules, Regulations Authorized. Any person operating a private off-street parking facility may enact rules and regulations as to the use thereof as to who may park, hours of parking and method of parking and speed limit to be enforced thereon; provided, however, that a copy of the same in writing shall be submitted to the City Manager for approval. After approval of such rules and regulations, a sign shall be erected on said parking lot plainly visible to the persons using the same, setting forth the rules and regulations and citing this Section for the enforcement of the same.
B. 
Petition — Agreement. Prior to any person being eligible to the provisions of Section 365.090(A), they shall file with the City Clerk an instrument in writing as follows:
"The undersigned hereby requests the City of Excelsior Springs, Missouri, to enforce the provisions of Section 365.090 of the Code of Ordinances of the City of Excelsior Springs, Missouri, on the following described off-street parking facility, to-wit:
(Insert description of parking lot)
and hereby agree that the Police Officers of the City of Excelsior Springs, Missouri, to enforce the provisions of Section 365.090 of the Code of Ordinances of the City of Excelsior Springs, Missouri, may come on said premises for the purpose of enforcing same.
It is further agreed that we will hold the City of Excelsior Springs, Missouri, harmless because of any enforcement that they may do on said lot in the enforcement of the rules and regulations which we have filed in conjunction herewith and made a part hereof by reference, and that the undersigned will sign proper complaints for the violation hereof and appear in the Municipal Court of the City of Excelsior Springs, Missouri, upon the trial of the case for a violation of said rules and regulations, and that if a vehicle is requested towed away by the undersigned in compliance with the provisions of the posted rules and regulations, if same is not paid by the owner of the vehicle, the undersigned will be responsible for said tow charge.

C. 
When Effective. No person shall enjoy the provisions of Section 365.090(A) until the provisions of this Chapter have been complied with in full and notice of acceptance of said facility as part of the enforcement area by the City Manager received.
D. 
Violation Deemed An Ordinance Violation. A violation of the rules and regulations for a private off-street parking facility coming under the provision of this Section shall be deemed an ordinance violation.
