When an extension of the City water distribution system is required to serve any customer, each customer shall make a written application to the Utilities Department therefor. Such application shall be accompanied by Department of Natural Resources approved drawing and plans, location of existing water mains, proposed location of new water mains, and the point of the connection to the existing water system.

Upon approval of the application required by this Article, the applicant shall deposit with the City Clerk an amount to reimburse the City for the cost of material and installation of the main extension, in accordance with a cost schedule determined by the City Council. All other costs, including the cost of replacement of paving, rock excavation, boring and casing, shall be borne by the applicant, and all costs shall be paid in full to the City Clerk, prior to the connection of service lines to the main extension.

The minimum pipe size shall be eight (8) inches with flows of eight hundred (800) to one thousand (1,000) gallons per minute with velocities not exceeding 5.1 to 6.4 cubic feet per second. The only exception shall be in pipes of distances of one thousand (1,000) feet or less when connected to an eight (8) inch or larger main at which time a six (6) inch main will be acceptable.

Hydrants shall be located on all intersections of water main extensions and placed no further than four hundred (400) feet from any dwelling in residential areas.

No person shall extend any water pipes from one property or street number to another without permission of the City.

All construction shall conform to the Standard Specifications and Design Criteria on file in the office of the City of Excelsior Springs Public Works Department.
