Drafting standards.
(1)Â
The scale shall be 100 feet to the inch and shall be accurate to
within one part in 300.
(2)Â
Dimensions shall be in feet and decimals, and bearings in degrees,
minutes and seconds.
(3)Â
Each sheet shall be numbered to show its relation to the total number
of sheets in the plan, as "Sheet No. 1 of 5 sheets."
(4)Â
Where there are two or more sheets, a key map at a scale of one inch
equals 2,000 feet, to show their relationship, shall be furnished.
B.Â
Existing features of the land. The plan shall set forth:
(1)Â
The location, names and widths of streets and alleys, including existing
streets and those shown on the Borough official plan of streets and
alleys; the location and names of railroads; the location of property
lines and names of owners; and the location of watercourses, sanitary
sewers, storm drains and similar features within 400 feet of any part
of the land to be subdivided.
(2)Â
The names, locations, widths and other dimensions, including center-line
courses, distances and curve data, paving widths and curblines, right-of-way
and curbline radii at intersections and street location tie-ins by
courses and distances to the nearest intersection of existing and
planned streets and alleys, and the location and size of existing
sanitary sewers and storm drains, watercourses and drainage flows
and recreational areas within the land to be subdivided.
(3)Â
The contour lines at intervals not to exceed two feet wherever lots abut streets proposed to be laid out through unimproved land. Where the street grade approaches the minimum allowed, lesser intervals shall be required [see design standards, § 325-10B(4)].
(4)Â
The location and character of existing buildings; the locations,
species and size of trees standing (over six inches in caliper measured
at breast height]); and the location of quarries, marshlands, tree
marshlands, tree masses, areas subject to inundation and other topographical
features which may affect the location of proposed streets or alleys.
(5)Â
Measured distances from the center line of streets to buildings,
large trees standing alone or other control points, and the location
of all monuments, with reference to them.
C.Â
Proposed street and lot layout. The plan shall also contain the following
information:
(1)Â
A title consisting of the name and address of the subdivider, developer
or builder and the registered engineer; the location and area of the
subdivision; the date, scale and North point and the elevation based
on Borough level data.
(2)Â
The courses and distances of the boundary line survey of the land
to be subdivided. The survey shall not have an error of closure greater
than one part in 2,500.
(3)Â
The layout of streets, including names and widths of streets, the
ultimate right-of-way widths and widths of alleys and crosswalks.
(4)Â
The layout and approximate dimensions of lots.
(5)Â
A reference to any land to be dedicated for public use.
(6)Â
Tentative grades to an existing street or to a point 400 feet beyond
the boundaries of the subdivision.
(7)Â
Location and size of sanitary sewers and storm drains.
(8)Â
Building setback lines, with distances from the ultimate right-of-way
line.
(9)Â
Indication of any lots in which a use other than residential is intended.
D.Â
Proposed improvements.
(1)Â
Tentative cross sections and center-line profiles for each proposed
street shown on the preliminary plan, including the profile of proposed
sanitary sewers and storm drains, showing the location of manholes,
inlets and catch basins.
(2)Â
Preliminary design of any bridges, culverts or other structures and
appurtenances which may be required.
E.Â
Certificates. When approved, the preliminary plan must show:
(1)Â
The signature of the subdivider, developer or builder certifying
his adoption of the plan.
(2)Â
The signature of the Secretary of the Borough Planning Commission
and date approved.
(3)Â
The signature of the Borough Secretary, certifying that the Borough
Council approved the plan on the date shown.
A.Â
Construction improvement plan.
(1)Â
Drafting standards. The same standards shall be required for an improvement
construction plan as for a preliminary plan, except that the horizontal
scale of the plan and profile shall be 40 feet to the inch, and the
vertical scale of the profile shall be four feet to the inch.
(2)Â
Information to be shown. The plan shall contain sufficient information
to provide working plans for the construction of the proposed streets
or any portion thereof, including all appurtenances, sewers and utilities
shown on the approved preliminary plan from one existing or approved
street to another or, in the case of a cul-de-sac, to its dead end,
and shall include:
(a)Â
Horizontal plan. The horizontal plan shall show details of the
horizontal layout as follows:

Information shown on the preliminary plan pertaining to the
street to be constructed.
[2]Â
Beginning and end of the proposed immediate construction.
[3]Â
Stations corresponding to those shown on the profile.
[4]Â
Elevation of the gutter at the curb at tangent points of horizontal
curves at street or alley intersections and at the projected intersections
of curblines.
[5]Â
Location and elevation of grade change at center line of cartway
and at cartway center-line intersections.
[6]Â
Location and size of sanitary sewers and lateral connections,
with distances between manholes; of water, gas, electric and other
utility pipes or conduits; and of storm drains, inlets and manholes.
[7]Â
Location, type and size of curbs and width of paving.
[8]Â
Location and species of street shade trees and location and
type of fire hydrants and streetlights.
(b)Â
Profile. The profile shall be a vertical section of the street,
with details of vertical alignment as follows:
[1]Â
Profiles and elevations of existing ground and of the completed
cartway along the center line of the right-of-way, at intervals of
50 feet on straight grades and at intervals of 25 feet on vertical
curves.
[2]Â
Profile of the grade along the top of the curbs, showing percentage
of grade indicated at intervals of 50 feet on straight grades and
at intervals of 25 feet on vertical curves as well as elevations of
points of grade interchange and curb at tangent points of horizontal
curves.[1]
[3]Â
Profile of sanitary sewer, with a profile over the sewer of
the present and finished ground surface showing manhole locations
with stations beginning at the lowest manholes.
[4]Â
Profile of storm drain, showing inlet and manhole locations
with elevation of top-of-cartway paving at these locations.
(c)Â
Cross section. The cross section shall comply with Borough standards
and specifications as minimum requirements. It shall show a typical
cross section across the street or alley, with details of grading
and construction as follows:

Ultimate right-of-way width and the location and width of paving
within the ultimate right-of-way.
[2]Â
Type, thickness and crown of paving.
[3]Â
Type and size of curb.
[4]Â
When sidewalks are required, grading of sidewalk area should
be carried to the full width of the ultimate right-of-way and slopes
of cut or fill extended beyond the ultimate right-of-way.
[5]Â
Location, width, type and thickness of sidewalks, when required.
[6]Â
Typical location, size and depths of sewers and utilities.
B.Â
Record plan.
(1)Â
Drafting standards. The same standards shall be required for a record
plan as for a preliminary plan, and in addition, for recording purposes
the plans shall be placed on sheet sizes of 24 inches by 36 inches
or 18 inches by 30 inches for recording in Delaware County.
(2)Â
Information to be shown. The plan, which may constitute a portion
only of an approved preliminary plan, shall show:
(a)Â
A title, as required for a preliminary plan.
(b)Â
Courses and distances sufficient for the legal description of
all the lines shown on the plan. The error of closure shall not be
greater than one part in 2,500.
(c)Â
Names of abutting owners; names, locations, widths and other
dimensions of streets, including center-line courses, distances and
curb data, descriptive data of ultimate right-of-way lines not parallel
with or concentric with a center line, and location tie-ins by courses
and distances to the nearest intersections of all existing, planned
and approved streets, alleys and easements, recreational areas and
other public improvements within the land to be subdivided.
(d)Â
All lots are to be deeded to the side of public rights-of-way
so that a single deed may be drawn to the Borough Council for the
dedication of streets by the subdivider, developer or builder; except
that all lots along state or county roads shall show ownership within
rights-of-way with additional widening strip, if any, designated as
"reserved for future dedication."
(e)Â
Evidence that the plans are in conformity with zoning, building,
sanitation and other applicable Borough ordinances and regulations.
In any instance where such plans do not conform, evidence shall be
presented that an exception has been officially authorized.
(f)Â
Location, material and size of monuments, with reference to
them.
(g)Â
Building setback lines, with distances from the ultimate right-of-way
lines.
(h)Â
Restrictions in the deed affecting the subdivision of the property.
(3)Â
Certificates. When approved, the record plan must show:
(a)Â
The signature of the registered engineer certifying that the
plan represents a survey made by him, that the monuments shown thereon
exist as located, and that all dimensional and geodetic details are
correct.
(b)Â
The signature of the Borough Secretary certifying his adoption
of the plan.
(c)Â
Signature of Secretary of Planning Commission and date of approval.
(d)Â
The signature of the Borough Secretary certifying that the Borough
Council approved the plan on the date shown.
The subdivider shall be required to furnish a bond and to pay
the following fees and costs:
A.Â
Fees.
(1)Â
Preliminary plan. For subdivision of less than 10 lots where all
lots are intended for agricultural or residential use, there shall
be a filing fee as set from time to time by resolution of the Borough
Council. For subdivision of 10 lots or more for agricultural or residential
use, and all subdivisions with lots intended for nonresidential or
nonagricultural use, there shall be a filing fee as set from time
to time by resolution of the Borough Council.

(2)Â
Final plan. No fee shall be charged for filing a construction improvement
plan or a record plan, unless no preliminary plan has been filed,
in which case the fees established for preliminary plans shall be
charged. The subdivider, developer or builder shall be required to
furnish a bond, in amount and with such surety as shall be approved
by the Borough Council, to guarantee the payment of:
(a)Â
Engineering services: the services of the Borough Engineer,
as provided in this chapter; in addition, all costs for other engineering
and professional certification as deemed necessary.
(b)Â
Materials' and facilities' tests: the actual cost
of all drainage, water and/or material tests.
(c)Â
Inspection: the cost of Borough inspection based on the rate
as set from time to time by resolution of the Borough Council per
day or portion thereof for each inspector while on the work.

(d)Â
Dedication: legal fees, advertising and other costs involved
in the dedication of streets and public improvements to the Borough.
B.Â
Bonds.
(1)Â
A construction bond in the amount of 100% of the absolute contract
for the installment of all required improvements. In lieu of a bond,
the subdivider, developer or builder may deposit in escrow funds in
such amount as may be estimated by the Borough Engineer to guarantee
installation of all the required improvements.
(2)Â
A maintenance bond in the amount of 10% of the absolute contract,
to continue for one year from the date of dedication of the streets
and improvements to the Borough of Sharon Hill.
