In accordance with Article XI §§ 1141 to 1143
of the Borough Code[1] of the Commonwealth of Pennsylvania, the Borough Council
of the Borough of Sharon Hill, hereinafter referred to as "Council,"
hereby creates the office of Borough Manager.

The Manager shall be appointed by a majority of all the members
of Council, and he/she shall serve being subject to removal by Council
at any time by a vote of the majority of all the members of Council,
provided that Council shall furnish the Manager notice of such removal
at least 30 days prior to the effective date of such removal. During
the interim, Council may suspend the Manager from duty but shall continue
his/her compensation.
Supplemental conditions of employment may be stipulated by Council
prior to the employment of the Manager.
The Manager shall be chosen solely on the basis of executive
and administrative abilities with special reference to actual experience
in or knowledge of accepted practices in respect to the duties of
the office as herein outlined. The Manager need not be a resident
of the Borough or of the Commonwealth of Pennsylvania at the time
of appointment but during the tenure of office may reside outside
the Borough only with the approval of Council.
Before entering upon his/her duties, the Manager shall give
a bond to the Borough with a bonding company as surety, to be approved
by Council, in such amount as Council shall direct, conditioned upon
the faithful performance of his/her duties. The premium shall be paid
by the Borough.
The salary of the Manager shall be fixed from time to time by
Council.
A.
The Manager shall be the business manager of the Borough and shall
be responsible to Council as a whole for the proper and efficient
administration of his/her duties. His/her powers and duties shall
relate to the general management of all Borough business not expressly
imposed or conferred by statute upon other Borough officers.
B.
Subject to recall by Council, the powers and duties of the Borough
Manager shall include but not be limited to the following:
(1)
Coordinating the overall administrative activities and operations
of the Borough;
(2)
Advising and assisting the Council and serving as the purchasing
agent, personnel director and finance director of the Borough;
(3)
Preparing short-term and long-range goals, objectives, policies and
procedures for recommendation to Council;
(4)
Preparing plans and programs to attain objectives approved by Council;
(5)
Determining project priorities to meet objectives approved by Council;
(6)
Attending meetings of boards and commissions;
(7)
Investigating and presenting recommendations to Council concerning
state and federal grant programs;
(8)
Preparing reports to other governmental or administrative bodies
or units;
(9)
Attending and participating at state conventions and professional
association meetings;
(10)
Maintaining professional affiliations and keeping abreast of
new developments in the field;
(11)
Reviewing budget performance of all Borough departments;
(12)
Preparing monthly reports on all activities, including construction
projects and costs and equipment purchases, for submission to Council.
(13)
Preparing recommendations, background information and cost estimates
for monthly Council meetings;
(14)
Attending and participating in all Borough meetings, as required
and/or as needed by Council;
(15)
Programming all major expenditures from cash-flow viewpoint;
(16)
Preparing the annual report and budget, seeking input from administrative
staff, department heads, Council President, Mayor, Council members
and others;
(17)
Preparing, recommending and implementing a capital improvements
program;
(18)
Meeting with land developers, business developers and groups
involved in economic developments;
(19)
Preparing and/or approving news releases;
(20)
Maintaining public relations contacts with residents and Borough
businesses;
(21)
Delegating responsibility and authority for performance of assigned
functions to departments of the Borough;
(22)
Developing and updating training plan for Borough employees;
(23)
Preparing and implementing a preventive maintenance program
for Borough equipment;
(24)
Developing and administering Borough personnel policies, procedures
and programs;
(25)
Selecting, training and monitoring the progress and performance
of Borough employees;
(26)
Reviewing applications of prospective Borough employees, interviewing
and hiring and, when necessary, firing or laying off Borough employees;
(27)
Preparing and/or approving specifications for purchase of major
equipment by and/or for the Borough;
(28)
Directing and supervising the daily work of the Borough administrative
staff;
(29)
Coordinating activities of all Borough departments; and
(30)
Ordering or approving purchases by and/or for the Borough in
accordance with local, state and federal law.
If the Manager becomes incapacitated or needs to be absent from
duty, he/she shall promptly notify the President of Council and the
Mayor.
