Whereas there is hereby created a Police Reserve Program, the
membership of which shall consist of Missouri P.O.S.T (Peace Officer
Standards and Training Program) certified Law Enforcement Officers.
It shall be the purpose of this program to use qualified volunteers
for specified tasks and duties that can create efficiencies for the
Police Department and improve services to the community. These reserve
Police Officers will be held to the same high standards as full-time
sworn Police Officers. The Hollister Police Department sets standards
of conduct for officers to be utilized in a reserve capacity to allow
insuring credibility for them, the Department and the City of Hollister.

A.
Recruitment.
1.
The membership of this program shall consist of not more than ten
(10) persons.
2.
The City Administrator, upon the recommendation of the Chief of Police,
retains the right to determine if the distance the person lives from
the City will interfere with the Reserve Officers duties.
3.
Each member shall be in good physical condition and of good character
and not less than twenty-one (21) years of age.
4.
Appointments to the Police Reserve Program shall be made by the City
Administrator upon recommendation of the Chief of Police, by and with
the advice and consent of the Board of Aldermen. This appointment
shall be made utilizing current Police Department hiring practices.
5.
Any member may be discharged at any time (without cause and without
a hearing) by the City Administrator upon recommendation of the Chief
of Police and with the advice and consent of the Board of Aldermen.
6.
All applicants will be screened and interviewed by the Chief of Police
or his designee. No applicant will be rejected on the basis of sex,
race, creed or social standing.
7.
If an individual interviews for a reserve position and is not selected,
he/she will be notified in writing as to his/her non-selection into
the program.
B.
Supervision.
1.
The Chief of Police is responsible for all aspects of the reserve
program.
2.
The Chief of Police shall designate a full-time sworn officer to
oversee all aspects of the reserve program, to include the scheduling
of training, special events and/or patrol duties.
3.
Reserve Officers shall answer to the Chief of Police or his designee(s).
C.
Duties.
1.
Each member shall take and subscribe to the same oath or affirmation
as provided by the Statutes.
2.
After subscribing their oath of office, the member shall have their
commission card issued by the Chief of Police.
3.
Said card shall be retained in the personal possession of the member
at all times.
4.
Reserve Officers shall have all the powers and authority and shall
be subject to all the duties of members of the regularly constituted
Police Department and shall be subject to the rules and regulations
governing the Police Department.
5.
All information obtained while on duty or off duty concerning the
material or cases of the Department shall be strictly confidential.
6.
Reserve Officers will be responsible to the Chief of Police and all
matters relating to the bylaws, appointments, rules and regulations
are subject to ratification by the Chief of Police prior to acceptance
into the program.
7.
The Police Reserve Program of the City of Hollister Police Department
shall exist for the sole function of assisting the Chief of Police
and his/her officers in the matters the Department deems necessary
and proper.
8.
All Reserve Officers will be held to the same training standards
set forth by the Department's standard operating procedures.
D.
Training. All Reserve Officers will be held to the same
training standards FTO program and probationary periods of full-time
Police Officers, unless otherwise directed by the Chief of Police.
E.
Uniforms.
1.
Reserve Police Officers shall furnish their own uniforms and other
necessary equipment without reimbursement from the City, excepting
only to the extent, if any, specifically provided for in the annual
appropriation ordinance of the City.
2.
Each member shall have one (1) complete uniform as dictated and approved
by the Chief of Police.
3.
Police Reserve Officer uniforms will consist of one (1) black BDU
style top, one (1) pair of black BDU style pants, black boots or shoes
that covers the entire foot, tie, badge and collar brass.
4.
All weapons used by Reserve Officers to include off-duty and back-up
weapons shall be approved by the Chief of Police or his designee.
F.
Compensation. No member of the Police Reserve Program shall
be entitled to any right or privilege of compensation, pension or
any other similar right or privilege of members of the regularly constituted
Police Department, nor to any other prerequisite of emolument attaching
to membership in said regularly constituted Department.
G.
Enforcement Of Rules. Reserve Officers will be held to and
will adhere to all standard operating procedure as set forth by the
Police Department, unless otherwise stated above.
