A. 
The purpose of the sediment and erosion control system is to minimize erosion on the project site and prevent the sediment caused by erosion from leaving the project site.
B. 
Any isolated lot in a residential district, unless it involves alteration of existing drainage facilities, wetlands or watercourse, shall not be required to submit a sediment and erosion control plan. Sediment and erosion controls shall be provided if any development occurs.
C. 
Erosion and sediment controls must be provided both as temporary or non-structural, and permanent or structural measures.
D. 
The erosion and sediment control plan may be included as part of the storm water control plan. The erosion and sediment control plan must be submitted with the grading permit application and the required fee of seventy-five dollars ($75.00) paid before a grading permit is issued.

A. 
Excavations, grading or filling shall have a finished grade not to exceed a three (3) to one (1) 3:1 (33%) slope. Steeper slopes may be approved if the excavation is a cut through solid rock or if the slope is retained by structural means, such as a an engineered retaining wall.
B. 
Graded areas shall be stabilized as soon as that phase of grading is complete to minimize erosion and sediment loss until permanent stabilization measures are in place.
C. 
Grading shall be phased so that the amount of area exposed to erosion at any time is minimized.
D. 
Measures shall be taken to direct storm water runoff away from graded portions of the site.
E. 
Natural vegetation removed during grading shall be re-established in such a density as to prevent erosion. Permanent type grasses shall be established as soon as possible. Permanent grass must be established when grading operations are completed or suspended for more than thirty (30) days at sufficient density to provide erosion control. Finished grades or areas not to get disturbed by future development in excess of twenty percent (20%) slopes shall be mulched and tacked at a rate of one hundred (100) pounds of mulch per one thousand (1,000) square feet.
F. 
Efforts shall be made to minimize erosion from wind (dust) as well as water erosion.
G. 
Sediment shall be retained on site by filtering runoff and/or by providing sediment basins.
H. 
Construction entrances shall be constructed and placed in such a way to minimize mud, soil, rock or any other debris from being transported via traffic from the site onto a public right-of-way. Such entrance shall be kept in a relatively dust-free condition and act as a scrubbing agent on the vehicles leaving the development.

A. 
Sediment and erosion control plans shall provide for sediment basins, silt barriers, diversions, grass waterways, mulching, seeding and other acceptable sediment and erosion control measures whenever necessary to avoid damage to adjoining private or public property. These measures can be temporary or permanent measures, structural or non-structural.

Examples of structural measures: sediment basins, detention/retention basins, check dams, weirs, debris and catch basins, barriers (straw/hay bales, stabilized drainage channels, inlet protection), filter fences and construction entrance.

Examples of non-structural measures: vegetation (permanent, temporary, and cover crops), mulching (straw or hay and hydraulic), soil binders (acrylic copolymers, emulsifications, other), erosion control blankets (biodegradable — short-term, synthetic — long-term, turf reinforcement mats, three-dimensional, soil filled, soil fibers).
B. 
The plan shall provide topographic contours lines in no larger than five (5) foot spacing. The plan shall also have the same basic topographic information as is required for the storm water control plan.
C. 
The sediment and erosion control plan shall show locations of all temporary, structural and non-structural, and permanent sediment and erosion control measures.
D. 
The plan must show details for installation of the measures to be installed on the site (silt fence, staked straw bales, berms ditch checks, construction entrances, etc.). These details must meet the standards for correct installation of the method used based on the 1999 Edition of Missouri Standard Specifications for Highway Construction.
E. 
The plans must specify the maintenance schedule for the sediment and erosion control methods used on site. During the construction phase of the development all sediment and erosion control facilities shall be inspected for maintenance purposes after every storm event.
F. 
City staff will perform inspections for compliance with this Chapter periodically and as requested. The contractor shall make corrective measures within forty-eight (48) hours or before any forecast storm event. Non-compliance with a notice to correct will result in violation notice being issued to the contractor and/or the property owner.
