The State of Missouri Department of Natural Resources requires public water systems to collect fees from their customers and remit the fees to the State. This fee went into effect September 15, 2000.
B. 
House Bill 1149 was signed into law increasing the drinking water primacy fee, effective September 1, 2006, and in 2014, the Missouri Legislature removed the "sunset" date for the fee in Senate Bill 642. The legislation also gave authority to the Safe Drinking Water Commission to revise the fee structure, which is set to expire August 28, 2024.
C. 
The annual Primacy Fee charged to the City for each meter should be divided by twelve (12) to determine a monthly amount, depending on the size of the meter. This amount will be included in the base rate charged to the utility customer on a monthly basis. In addition to the Missouri Drinking Water Primacy Fee the utility will charge a two percent (2%) administration fee for collecting and remitting these fees for the State.

Service Tap Fees: Sewer installation fee of five hundred fifty dollars ($550.00) plus cost of materials for service installed by City of Hollister staff. For those sewer taps that are installed by the contractor, any associated bonds must be paid and will be refunded when work is completed, and approved by City of Hollister staff.

Before any utility service is furnished to any consumer he/she shall be required to make a deposit to guarantee the payment for all services as the bills therefor become due, for which a receipt shall be given. Such deposit shall be as follows:

B. 
In the event that any consumer who has applied for any utility service and has any outstanding delinquent bills from any prior utility hookings in the City, the deposit shall be paid and the outstanding bill must be paid.
C. 
If upon examination the City Clerk at any time finds the amount deposited by any water and/or sewer user is not sufficient to cover the bills for any two (2) consecutive months such water and/or sewer user shall, after forty-eight (48) hours' written notice has been given, be required to make an additional deposit in an amount sufficient to cover the deficiency. Whenever a user of water and/or sewer shall for any reason cease using water, upon complying with all rules, regulations and ordinances of the City governing the furnishing and using of water and/or sewer and the payment of all bills and charges therefor in full, he/she shall, be entitled to have returned to him/her the amount of deposit paid.
D. 
Said deposit shall be retained by the City until the service is discontinued. When the final bill is paid or the deposit is applied to the billing, the remaining deposit amount (without interest) shall be refunded.
1. 
If the deposit refund is less than five dollars ($5.00), the amount shall be retained by the City.
2. 
If the deposit refund is more than five dollars ($5.00), but less than fifty dollars ($50.00) and is returned by mail or the check has not cleared the bank after one (1) year, the persons name shall be posted on the City's web site under "Unclaimed Property", as an extra attempt to return all deposits to the customer.
3. 
Five (5) years from the date of the check and after the posting, any deposits under fifty dollars ($50.00) shall be retained by the City as a processing fee.
4. 
Five (5) years from the date of the check and after the posting, any deposits over fifty dollars ($50.00) the City shall retain a fifty dollar ($50.00) processing fee and the remainder shall be turned over to the State of Missouri Unclaimed Property Division.
E. 
Customers living in the unincorporated areas of Taney County using the Hollister wastewater treatment plant for their sewage disposal shall pay the same deposit as customers living in the incorporated areas of Hollister.

A. 
All water or sewer supplied by the City shall be charged for the same in accordance with the registration of the meters installed by the City to record such provisions of service, and charge shall be made in accordance with the registration of such meters and the rates established under this Chapter and all bills will be collected therefor in full provided that when any such meter by actual test as provided for in this Chapter is found to be imperfect and fast in measurement of the service by more than two percent (2%) the cost of the excess amount of services as represented by the imperfection of such meter shall be deducted from the total amount of the bill for the meter reading period for which such bill is rendered.
B. 
Employees of any municipal utility may at any time and with or without the knowledge or consent of any consumer, install an additional meter at any location where such meter may be connected into the service to any building, dwelling house or premises of any kind to which the City is furnishing utility service, and when such meter shall for any period register more utilities than are registered by the meter on the premises of the consumer, it shall be taken as evidence that the service being furnished to such consumer is not being properly metered by the first (1st) meter on the consumer's premises, and the consumer shall pay for all utilities registered over any period by the second or additional meter so installed, instead of the amount that has been improperly registered by his/her regular meter.
C. 
All water and sewer meters furnished by the City shall remain the property of the City, and City employees shall at all times have access to replace or remove any meters or accessories or other property of the City.
