Criminal history record information shall be disseminated, whether
directly or through an intermediary, to officials, representatives,
and/or employees of Shenandoah County whenever, in the interest of
the public welfare and safety, it is necessary in conducting investigations
of applicants for employment, permit, or license to determine if the
past criminal conduct of a person with a conviction record would be
compatible with the nature of the employment, permit, or license under
consideration.
