On the basis of the findings and determinations herein recited,[1] the governing body declares that a need for blight elimination, slum clearance, urban renewal, and community development programs and projects and housing projects exists in the Village and does hereby create a CDA in the Village, to be known as the "Community Development Authority of the Village of Sherwood, Wisconsin" (the "Sherwood CDA"), established and authorized to transact business and exercise any and all powers granted to a CDA under the Community Development Authority Law and other applicable law, as amended from time to time.

The Village President shall, with the confirmation of the governing body, appoint seven resident persons having sufficient ability and experience in the fields of urban renewal, community development, and housing to serve as Commissioners of the Sherwood CDA. Two of the Commissioners shall be members of the governing body and shall serve during their term of office as members of the governing body.
This article shall be effective immediately upon its passage and approval. Upon such approval, the Village Clerk-Treasurer shall promptly transmit a certified copy of this article to the Village President. As evidence of the Sherwood CDA's right to transact business, the governing body shall cause a certified copy of this article to be filed with the Village Clerk-Treasurer. The Sherwood CDA shall have an official seal.
