No building permit shall be issued by the Construction Official for any dwelling, building or structure within the subdivision until final approval has been granted by the Approving Board and a zoning permit has been obtained. A permit from the Soil Conservation Service shall be required for any disturbance to the soil in excess of 5,000 square feet.
No certificate of occupancy for any land or structure shall be granted until all required improvements or conditions of approval have been met, installed or completed. A temporary certificate of occupancy may be issued only for a specific period, upon such conditions as the Township Engineer may impose, such as bonding, to ensure the completion or installation of any such improvements unfinished because of weather or unforeseen delay. The installation of any required public or private improvements may also be delayed if the Township Engineer warrants, in writing, to the Construction Official that the delay is in the best interests of the township.
A. 
Compliance with Part VI, Zoning, required. No building shall be occupied or used until such time as a certificate of occupancy is issued by the Construction Official. Such certificate shall be issued upon application by the owner, prospective occupant or purchaser only after the Construction Official determines that the facts represented on the application are correct and that the building, structure or use is in conformance with the provisions of this chapter.
B. 
Compliance with other ordinances required. A certificate of occupancy shall not be issued until the Construction Official receives written confirmation that all applicable codes and ordinances have been complied with.
C. 
Temporary certificate of occupancy. Where a building is completed or sections are completed and safe for human occupancy, the Construction Official may issue a temporary certificate of occupancy for that portion of the building which is safe for human habitation while work proceeds to bring the entire building into compliance with the township's codes. Such temporary certificate of occupancy may contain such restrictions as may be necessary to protect the health and safety of the building's occupants.
D. 
Septic and water supply. No certificate of occupancy shall be issued until the Warren County Health Department certifies that the septic system has been properly installed and the water supply is satisfactory.
E. 
Driveways. No certificate of occupancy shall be issued until the Driveway Inspector certifies that the driveway has been inspected and is satisfactory.

A. 
No land shall be used, no use shall be commenced and no structure shall be erected, constructed, reconstructed, altered or converted and no land, use or structure shall be changed from an existing use to a new use until a zoning permit is issued by the Zoning Officer, stating that such use, structure or building conforms and complies with the provisions of this chapter or that a variance has been granted from the appropriate provisions of this chapter by a board of competent jurisdiction or that a soil permit has been obtained from the Soil Conservation Service if soil disturbance in excess of 5,000 square feet is contemplated.
B. 
If the structure, land or use is located within an area of wetlands or transition zone and the proposed structure or use would disturb such land, then no such permit shall be issued unless the applicant has submitted either:
(1) 
A letter of interpretation issued by the Department of Environmental Protection determining that the site of the proposed activity is not in a freshwater wetland or transition area;
(2) 
A general permit authorizing the proposed activity issued pursuant to N.J.S.A. 13:9B-23c(3) and rules adopted by the Department of Environmental Protection; or
(3) 
An individual permit authorizing the proposed activity issued pursuant to N.J.S.A. 13:9B-23g and rules adopted by the Department of Environmental Protection.
C. 
The action of the Zoning Officer in issuing a zoning permit shall not be construed as a confirmation of the presence or absence of freshwater wetlands or transition zone areas on the site of the proposed activity.
