Any applicant wishing to develop land within the Township of Knowlton shall apply for and obtain the approval of the Planning Board or the Zoning Board of Adjustment (if applicable) in accordance with the following procedure. The applicant shall obtain all necessary forms from the Secretary of the Approving Board, who shall inform the applicant of the steps to be taken to initiate applications and of the regular meeting date of the Board. The applicant or the applicant's attorney shall appear at all regular meetings of the Approving Board whenever the application is being considered.
Any subdivision determined by the Approving Board to create, impose, aggravate or lead to the possibility of an adverse effect upon either the original property being subdivided or upon the adjacent properties may be required to be revised by the developer to remove such adverse effect(s), or where the remaining portion of the original tract is of sufficient size to be subdivided further, the developer may be required to submit a plan of the entire remaining portion of the tract to indicate a feasible plan whereby the application for subdivision, together with subsequent subdivisions which may be submitted, will not create, impose, aggravate or lead to any such adverse effects.
A. 
Three types of informal reviews prior to submitting a formal application to the Planning Board are available to the applicant:
(1) 
Informal general review of concept. At the request of the developer and the payment of fees specified in this chapter, the Planning Board shall grant an informal review of a concept plan for a development for which the developer intends to prepare and submit an application for development.
(2) 
Informal design standard review. For major subdivisions in the Farmland Preservation Zone, the applicant must complete the checklist entitled "Informal Design Standard Review for Farmland Preservation Zone"[1] and shall appear before the Planning Board for a design review.

(3) 
Informal professional review. The developer may request a professional review of the proposed development in advance of coming to the Planning Board. Upon the payment of the refundable fee specified in this chapter, the Board's professional consultants will undertake an on-site inspection and provide the developer with a report prior to the developer's appearance before the Planning Board.
B. 
Credit toward fees. The amount of the fees for the informal reviews described in Subsection A(1), (2) or (3) above shall be a credit toward fees for review of the application for development. The developer shall not be bound by any concept plan for which an informal review is requested or required, and the Planning Board shall not be bound by any such review.
The Subdivision Committee may review subdivision plats or site plans and recommend regarding completeness and take such other actions as are appropriate. The Planning Board shall classify all applications for subdivisions or site plans and shall determine completeness.
No construction shall be permitted until guaranties described in this chapter have been provided.
