The Street Department of the City of Willow Springs, Missouri, is hereby fully authorized and directed to carry out any and all provisions of this Chapter with full and complete jurisdiction over the matters herein set out.

No person, partnership, firm, association or corporation shall plant, transplant, prune or remove any trees or shrubbery on City property outside the property lines and within the public streets of said City without first securing permission to do so from the City of Willow Springs.

The City of Willow Springs is hereby vested with full power and authority to plant, transplant, prune or remove any trees or shrubbery on City property outside the property lines and within the public streets of said City and trim trees or shrubbery overhanging and interfering with sidewalks, electric distribution, water, gas, telephone or sewer lines of said City and to prune limbs, branches and roots of trees and shrubbery located on private property extending over or under or into the public streets or interfering with the electric, water, gas, telephone or sewer lines of said City.

No person, partnership, firm, association or corporation shall make any excavations or open any ditches or dig any ditches on City property outside the property lines and within the public streets of said City for the purposes of connecting private property with the water, sewer or gas lines in the street of said City or for any other purpose and that the City shall perform all excavations at such standard charges as may be established from time to time, which shall not be less than thirty-five dollars ($35.00) per hour for use of City equipment and employees plus the cost of materials plus a charge of two dollars fifty cents ($2.50) per lineal foot.
