The Town Board of the Town of North Collins, Erie County, New York, does hereby establish and create for the Town of North Collins a Recreation Commission, which shall possess all the powers and be subject to all the responsibilities of local authorities as provided for under § 243 of Article 13 of the General Municipal Law.
Said Recreation Commission of the Town of North Collins shall consist of seven members who are to be appointed by the Town Board of the Town of North Collins. The members first appointed by the Town Board shall be appointed for such terms that the term of one Commissioner shall expire annually thereafter, and their successors shall thereafter be appointed to serve terms of years which shall total in number the membership of such Commission.
Each member of the Commission appointed by the Town Board shall be a legal resident of the Town of North Collins over the age of 21 years. Such members of the Commission shall serve without pay.
If any vacancies occur in such Commission other than by the expiration of a term, then the appointment of a new member shall be for the unexpired term and shall be filled by appointment by a majority vote of the Town Board.
