This chapter shall apply to and be in effect within the bounds
of all parks, playgrounds and other recreation areas owned or operated
by the Town of North Collins, including the Town park located south
of the Village of North Collins, the Town recreation area located
in the Hamlet of Langford and the Town recreation area located in
the Hamlet of New Oregon. All such parks, playgrounds and recreation
areas are herein referred to as "parkland(s)" or "park(s)."

All parks of the Town of North Collins shall be closed each
night between the hours of 10:00 p.m. and 5:00 a.m. the following
morning, unless otherwise ordered by the Town Board, and no person
shall lounge about or remain in any park during the hours when closed.
All public meetings, gatherings, assemblages, processions, demonstrations,
parades and other exhibitions of every kind are prohibited in parklands
except with written permission of the Town Board. No person shall
make any public speech, oration or harangue nor give any musical,
theatrical or other entertainment nor beg or publicly solicit subscriptions
or funds without written permission of the Town Board.
No person shall keep or offer any article or service for sale
or solicit persons or post or display any sign, placard, flag, banner
or advertisement of any kind within parklands or upon any park facility
or structure without written permission of the Town Board.
Written permission of the Town Board shall be required for groups
or outings of more than 50 persons. Any person or group desiring exclusive
use of the main shelter or either utility building in the Town Park
located south of the Village of North Collins or exclusive use of
more than one picnic shelter in any park must have written permission
from the Town Board. Groups or teams desiring exclusive use of any
baseball diamond or football field or other recreational facility
in any park must have written permission of the Town Board.
No person shall use or operate a snowmobile or dirt bike on
parkland without written permission of the Town Board. No vehicle
of any description shall be allowed upon any part of parklands except
upon established drives and parking areas. No vehicle of any description
shall be parked or permitted to stand except in areas designated for
parking. No vehicle of any description shall be operated in a reckless
or careless manner within parklands or at a rate of speed exceeding
10 miles per hour.
No person shall deposit, dump, throw away or place any garbage,
rubbish, papers, metal, material or other refuse of any kind in or
upon any parklands. Picnic and like refuse generated on site must
be deposited in receptacles provided in the park. All grounds and
facilities in parks must be used in a clean and sanitary manner. Littering
of any kind is prohibited.
No person shall possess or bring into parklands any glass bottle(s)
or glass beverage container(s) other than thermos bottles.
The use, possession or discharge of any air gun, firearm, pistol,
fireworks, rocket, firecracker, bomb, torpedo, sparkler or explosive
of any kind, including any device for the manual propelling of a missile
or shaft of any kind, and all forms of ammunition and lethal projectiles
of every kind are strictly prohibited without a special written permit
from the Town Board. It shall be unlawful for any person to throw,
cast or fling any rock, stone, glassware, wood, metallic or other
similar object with sharp edges or projections in any park.
No person shall kindle, build, maintain or use a fire in parklands
except for cooking purposes when wholly confined in a stove or oven
provided for that purpose or in a portable hibachi or grill. Cooking
fire shall be continuously under the care and supervision of a competent
person from the time it is kindled until it is extinguished. The burning
of any kind of garbage or refuse on parklands is strictly prohibited.
No wood, trees or other park material may be used for the purpose
of making fire. Lighted matches, cigarettes, cigars or burning tobacco
must not be deposited or left where fires might ensue.
No animal used for riding or driving and no dog, cat, pet or
other type of animal shall be conducted into or be driven in or upon
or be allowed to remain on parklands.
No bingo or game of chance of any kind shall be permitted within
parklands except with written permission of the Town Board.
No person shall remove, destroy, break, damage, cut, injure,
mutilate or deface in any way any structure, monument, sign, statue,
wall, fence, building, equipment, playing field, railing, vehicle,
bench, tree, shrub, plant, flower, lawn, drive, parking area or other
facility or property located in or upon parklands, nor shall any person
climb any tree or structure or climb over any rail, post or fence
in or upon parklands.
Loud, boisterous, threatening or abusive, insulting or indecent
language or disorderly conduct or behavior, fighting, horn honking,
public intoxication and all acts tending to a breach of the public
peace are strictly prohibited on parklands.
Only enclosed facilities provided by the Town shall be used
for restroom and toilet purposes.
No person shall hunt, trap, fish, capture or take any kind of
bird, fish, animal or other form of wildlife within the bounds of
any park.
No person shall make any ascent from parklands in a balloon,
aircraft or other airship, nor shall any person land in any park from
a balloon, aircraft or parachute.
The Town Board may designate one or more of its members to act
for and on behalf of the Board in granting written permission under
this chapter for use of parklands. The person or persons so designated
shall maintain a written record of all permits issued and permissions
granted.
Any Town officer or police officer or peace officer may enforce
this chapter. No person upon parklands shall fail, neglect or refuse
to comply with any reasonable order of any person authorized to enforce
this chapter.

Any violation of any of the provisions of this chapter shall
constitute an offense, and any person found guilty of such an offense
shall be punishable by a fine not exceeding $250 or by imprisonment
not exceeding 15 days, or by both such fine and imprisonment.
