Soliciting in parks — See Ch. 173, § 173-4.
No person shall sell, peddle, hawk or vend any goods, wares or merchandise, except fruits, vegetables or farm produce, nor offer for sale or hire any services nor engage in canvassing or soliciting for the sale or rent of any goods, wares, merchandise or services nor solicit the sale of or the subscription to newspapers, magazines, books, pamphlets or other publications nor deliver advertising material and so-called "handbills" upon the streets and public places of the Town of North Collins, New York, nor by going from house to house or place to place in the Town of North Collins without first obtaining a license to carry on such activity from the Town Clerk of the Town of North Collins.
Any person registering with the Town Clerk of the Town of North Collins and requesting such license shall give his name, address and age and the name and address of his employer, if any, the kind of vehicle, if one is to be used, and a statement of the character of the goods, wares or merchandise to be sold or hawked and other pertinent information as the Town Clerk may require and shall furnish a recent photograph. The Town Clerk, for a valid and substantial reason and if she is convinced that the issuance of the license requested would not be in the best interest of the Town of North Collins, may refuse to issue the license.
Each person licensed under the provisions of this chapter shall keep with him and, upon demand of any police officer or other lawful authority or by the person being solicited by the vendor, shall produce the license issued to him.
Each such license shall expire on the first day of January following the issuance thereof.
Any license issued pursuant to this chapter may be revoked by the Town Clerk upon the order of the Town Board for a valid and substantial reason and in the public interest.

A fee as set forth from time to time by resolution of the Town Board shall be paid by the applicant for each such license.
The provisions of this chapter shall not apply to any religious, civic, service or educational institution or organization which functions within the limits of the Town of North Collins or which has a branch, office or affiliated agency within the limits of the Town of North Collins.
This chapter shall not apply to the delivery of goods, wares or merchandise to homes or places of business in the Town of North Collins when such delivery is incidental to any retail, wholesale or manufacturing business, nor shall this chapter apply to the customary solicitation of business by a retail, wholesale or manufacturing business situated within the boundaries of the Town of North Collins.
The violation of this chapter shall be deemed an offense and shall be punishable by a fine of not less than $10 nor more than $50.
