Charges for monthly water service to residential and commercial customers shall be in accordance with the following:

Any person, corporation or organization outside the City limits of the City of Lockwood, Missouri, who receives the services made available by the Waterworks of the City of Lockwood, Missouri, shall pay one and one-half (1.5) times the charges and be subject to the same regulations as the citizens of Lockwood, Missouri.

All water services shall be furnished upon a metered basis, and a separate meter shall be installed for each dwelling, business establishment or property served with water except house trailers and/or single dwelling apartment houses on the same property may receive water service providing the monthly minimum charge for each trailer, dwelling or business is paid by the owner of the property.

All meters shall be read and bills rendered monthly as services accrue. All bills shall be due and payable from and after the date such bills are rendered, at the office of the City Clerk or other place designated by the Board of Aldermen, during the regular hours of business.

If any bill for water service shall be and remain due and unpaid after the fifteenth (15th) day of the following of the rendition thereof, an additional charge of ten percent (10%) thereof shall be added thereto.

If any bill for water service shall be and remain past due and unpaid as long as twenty-five (25) days, service to such customer shall be disconnected and shall not be reconnected until all past due bills are paid in full, together with a reconnection charge of twenty-five dollars ($25.00) cash during normal business hours or fifty dollars ($50.00) cash after normal hours. The Superintendent of the Water Company shall be notified of such delinquency and shall proceed immediately to disconnect the water service of the customer so in arrears.

Application for water service to premises never before connected with the City's Water System shall be made to the City Clerk or the other person designated by the Board of Aldermen by the owner or the occupant of the property to be served, and on payment of the two hundred fifty dollars ($250.00) with such application water service shall be rendered by the City provided there is a water main readily accessible to the property. Said fee of two hundred fifty dollars ($250.00) shall be known as a tapping fee and is to reimburse the Waterworks System in part for the cost of material and labor used in making the service connection from the water main to the property line.

It shall be a misdemeanor for any person or persons to tamper with any water main, or change any water meter, or to make any connection to the Waterworks System without written permission from the City, or to reconnect service when it has been disconnected for non-payment of a bill for service, until such bill has been paid in full, including the cut-off and reconnection fees. Upon conviction, there shall be a fine of not less than ten dollars ($10.00) nor more than five hundred dollars ($500.00).
