No person, unless specifically permitted by statute or unless
specifically licensed therefor by the state, shall engage in the business
of dealing, trading in, buying, selling or collecting junk, old metals,
scrap, rags, waste paper and other secondhand articles either on foot
or from any animal or vehicle upon the public streets and highways
within the Town, or from house to house within the town; and unless
such person shall have applied to the Chief of Police for a license
to engage in such business and shall have paid to the Chief of Police
for the use of the Town a license fee of $15, and shall have received
from the Chief of Police a license to engage in such business. Such
license shall be in such form as the Chief of Police shall prescribe.
By its terms such license shall permit the dealing in, trading in,
buying, selling or collecting junk, old metals, scrap, rags, waste
paper and other secondhand articles upon the public streets within
the Town between the hours of 6:00 a.m. and 7:00 a.m.

(a)
Before the issuance of any such license, the Chief of Police shall
cause such investigation of the applicant as such officer may deem
necessary in order to determine whether or not such applicant seeks
to engage in a legitimate and lawful enterprise.
(b)
Such license may be issued for such period not to exceed one year
as the Chief of Police may determine and shall be revocable at the
pleasure of the Chief of Police upon such notice in writing to the
licensee.
(c)
Each such licensee shall be issued and shall prominently display
upon such licensee's person or upon such licensee's vehicle
in a conspicuous place such identifying signs or insignia as the Chief
of Police shall determine, which sign or insignia shall be displayed
at all times while such business is being conducted within the Town
by such licensee.
