Pursuant to Section 5-1 of the Windsor Charter, there is established the Public Building Commission for the purpose of carrying out the powers and duties set forth in Section 5-9(b) of the Charter.

The Public Building Commission shall consist of five members and two alternates.

Each member and alternate member shall be appointed by the Town Council to serve a term of three years. The existing members, two of which serve terms expiring November 30, 1999, and three of which serve terms expiring November 30, 2001, are appointed for the completion of their terms. Thereafter, appointments shall continue to be made for a staggered three-year term. Alternates shall be appointed for a three-year term. In the event no successor member is appointed on the expiration of any term, the term shall automatically be extended until that member's successor is appointed and qualified.

Each alternate member, when seated as herein provided, shall have all the powers and duties set forth in the Charter for regular members of the Public Building Commission. If a regular member of the Commission is absent or is disqualified, the chairperson of the Commission shall designate an alternate to so act, choosing alternates in rotation so that they shall act as nearly equal a number of times as possible. If any alternate is not available in accordance with such rotation, such facts shall be recorded in the minutes of the meeting.
