A. 
A certain document, one (1) copy of which has been on file for at least ninety (90) days in the office of the City Clerk of the City of St. Ann, being marked and designated as "The International Building Code, 2015 Edition," including the Appendixes thereto, with the additions, insertions, deletions and changes, if any, prescribed in Section 500.020 of this Article, as published by the International Code Council, be and is hereby adopted as the Building Code of the City of St. Ann, in the State of Missouri, for the control of buildings and structures as herein provided; and each and all of the regulations, provisions, penalties, conditions and terms of said International Building Code, are hereby referred to, adopted and made a part hereof as if fully set out in this Article, with the additions, insertions, deletions and changes, if any, prescribed in Section 500.020 of this Article.
B. 
The violation of any provision of this code shall be punished by a fine of not exceeding one thousand dollars ($1,000.00) and costs, or by imprisonment not exceeding ninety (90) days, or by both such fine and imprisonment. Each day that any violation of any provision of this Code shall continue shall constitute a separate offense.

The 2015 International Existing Building Code, First Edition, as published by the International Code Council, a copy of which is on file in the office of the City Clerk, is hereby adopted as the Existing Building Code of the City of St. Ann, Missouri, for the control of existing structures as herein provided, and all of the regulations, provisions, penalties, conditions and the terms of the International Existing Building Code, First Edition, 2015, are hereby referred to, adopted and made a part hereof, as if fully set out in this Section with the additions, insertions, deletions and changes, if any, prescribed in Subsection (B) of this Section.
B. 
The following Sections are hereby revised:

If the Director of Public Services determines that a project is better served by the use of a consultant for the purpose of building permit plan review and/or building permit inspection, the Director of Public Services shall have the authority to contract with such consultant. All costs associated with this consultant shall be added to the above building permit fees. An escrow account shall be established by the building permit applicant with the City in the sum of one thousand dollars ($1,000.00) at the time of building permit approval. If at any time during construction the escrow account falls below five hundred dollars ($500.00), the building permit applicant shall be responsible to provide to the City additional funds to bring the escrow account to a minimum of five hundred dollars ($500.00). When final approval of construction is given and the building permit is closed, any remaining funds in the escrow account will be credited back to the building permit applicant.

Sections 1103.P-148, License, Registration or Certification - Required, and 1103.P-150, Bond and Insurance-Required, of the Plumbing Code of St. Louis County and Subsections 101A through 101B-5 of Section 1108.100 of the St. Louis County Mechanical Code, all through the date of the last amendatory ordinance, are hereby adopted as the Plumbing and Mechanical Licensing Codes of the City of St. Ann, Missouri, as if fully set out herein. One (1) copy of the same is on file in the Office of the City Clerk of the City of St. Ann for examination and review.
C. 
The violation of any provision of these codes shall be punished by a fine of not exceeding one thousand dollars ($1,000.00) and costs, or by imprisonment not exceeding ninety (90) days, or by both such fine and imprisonment. All construction in the City shall comply with the requirements of Sections 319.200 through 319.207, RSMo., and any amendments thereto, relating to earthquakes and seismic construction requirements.
