"Senior care communities," as used in this article, means a development of residential living units exclusively for persons who are at least 55 years of age or older, which provides accommodations for independent living.
All senior care communities shall comply with state law, and any violation of such laws or regulations thereunder shall constitute a violation of this article.

Senior care communities shall be required to have and maintain a registration/log-in book for all nonresidents and have present on the premises an unarmed and/or armed security guard for 24 hours each day of the week. The unarmed and/or armed security guard shall be at the front entrance of the building, and the security guard must have access to building management and/or the owner in case of emergencies, all electronic surveillance equipment, and the registration/log-in book for the premises. As used in this section, a "security guard" shall mean an armed or unarmed person that is a registered licensed security officer in accordance with the requirements of the N.J. Security Officer Registration Act, N.J.S.A. 45:19A-1 et seq.
Any violations of this article shall be subject to the penalties outlined in § 159-44 of the East Orange Municipal Code.
