The office of the Township Manager of the Township of Leet is hereby created by the Commissioners of the Township of Leet subject to the right of the Commissioners of the Township of Leet, by ordinance, at any time, to abolish such office.

The Manager shall be chosen solely on the basis of his executive and administrative abilities, with special reference to his actual experience in or knowledge of accepted practices in respect to the duties of the office as herein outlined. The Manager shall be 21 years or older and may be of either the male or female sex. The word "he" as used in this Part shall at all times be construed as if also reading "she," and the words "his" or "him" in this Part shall at all times also be construed as if reading "her."

Before entering upon his duties, the Township Manager shall give a bond to the Township with a bonding company as surety, to be approved by the Commissioners, in the sum of $5,000 conditioned for the faithful performance of his duties. The premium for the said bond shall be paid by the Township. The bond of the Township Manager in that amount may be included in, and the Manager may be bonded under and covered by, such other bond as he may be required to furnish to the Township in any other municipal office which he may hold.

The compensation of the Township Manager shall be fixed from time to time by the Commissioners.

The Commissioners of the Township of Leet shall, by an affirmative vote of the majority of all members, appoint one person to fill the office of the Township Manager. The Manager shall serve at the pleasure of the Commissioners and he may be removed at any time by a majority vote of all of its members. At least 30 days before such removal is to become effective, the Commissioners shall furnish the Manager with a written statement setting forth its intention to remove him. Nothing in this section shall be construed to prohibit the Commissioners of the Township of Leet from entering into a contract with the Township Manager for a specific term.

The Manager shall be the chief administrative officer of the Township and he shall be responsible to the Commissioners as a whole for the proper and efficient administration of the affairs of the Township. His powers and duties shall include all Township business that is not by statute vested specifically in some other Township officer or which by ordinance or resolution is removed from the Township Manager's powers and duties and vested in some other Township officer. The below given list shall be construed as a general guideline of the extent of the Township Manager's powers and duties. The mention of some power or duty in this list shall not be construed as to deny the Commissioners the right to remove the same from the list by resolution and the omission of some power or duty from this list shall not be construed as denying the Commissioners the right to add the same to this list by resolution.
A. 
He shall supervise and be responsible for the activities of all municipal departments, except that he shall not exercise any supervision or authority over the Police Department that is vested in the Commissioners other than such duties as may be delegated by the Commissioners.
B. 
The Manager shall attend all meetings of the Commissioners and shall keep full minutes of its proceedings; he shall transcribe the by-laws, rules, regulations and ordinances adopted into a book kept for that purpose; he shall preserve the records and documents of the Township and shall have custody of the corporate seal. He shall certify copies of any book, paper, record, bylaw, rule, regulation, resolution, ordinance or proceeding of the Township, under the seal thereof which copies, when so certified, shall be admissible in evidence in any Court of the Commonwealth. He shall attest the execution of all instruments, record all ordinances and attest the same by his signature. He shall file and record proof of service of all notice required by law and his certificate thereof shall be good evidence of such notice. The Township shall furnish the Manager with such dockets, books, forms and files as are necessary for the conduct of his office, such dockets, books, forms and files to be and remain the property of the Township. He shall deliver to his successor the seal and all books, papers and other records and things belonging to the Township.
C. 
He shall prepare job descriptions, advertise job openings and accept job applications.
D. 
He shall, when necessary for the good of the Township, recommend the suspension of any employee under his supervision; provided, that persons covered by the Civil Service provisions of the Township Code shall be hired, suspended or discharged in accordance with such provisions.
E. 
He shall prepare and submit to the Commissioners before the close of the fiscal year, or on such alternate date as the Commissioners shall determine, a budget for the next fiscal year and an explanatory budget message. In preparing the budget, the Manager or an officer designated by him shall obtain from the head of each department, agency, board or officer, estimates or revenues and expenditures or other supporting data as he requires. The Manager shall review such estimates and may revise them before submitting the budget to the Commissioners.
F. 
He shall be responsible for the administration of the budget after its adoption by the Commissioners.
G. 
He may temporarily hold such other municipal offices or head one or more of the Township departments only as the Commissioners may from time to time direct.
H. 
He shall attend meetings of the Commissioners and of its committees, with the right to take part in the discussion, but with no power to vote.
I. 
He shall prepare the agenda for each meeting of the Commissioners, subject to the right of the Chief Commissioner to authorize deviation from the business listed on the agenda.
J. 
He shall keep the Commissioners informed as to the conduct of Township affairs; submit monthly reports on the condition of the Township finances and other reports as the Commissioners shall request; and shall make such recommendations to the Commissioners as he deems necessary.
K. 
He shall submit to the Commissioners, as soon as possible after the close of the fiscal year, a complete report of the financial and administrative activities of the Township for the preceding year.
L. 
He may employ experts and consultants to perform work and to advise in connection with any of the functions of the Township providing that this shall not be done without previous approval of the Commissioners.
M. 
He shall attend to the letting of contracts in due form of law, and he shall supervise the performance and faithful execution of some other Township officer by statute.
N. 
He shall see that all money owed to the Township is promptly paid and that proper proceedings are taken for the security and collection of all of the Township's claims.
O. 
He shall be the purchasing officer of the Township and he shall purchase, in accordance with the provisions of the First Class Township Code, 53 P.S. § 55101 et seq., all supplies and equipment for the various agencies, boards, departments and other offices of the Township. He shall keep an account of purchases and shall make a full monthly written report thereof.
P. 
He shall investigate all legitimate complaints concerning Township affairs, problems and personnel and, when appropriate, take corrective action. He shall keep a record of all complaints investigated and the action, if any, taken on the same.
Q. 
He shall prepare and bring to the attention of the Commissioners, plans for the improvement of the Township of Leet.
R. 
He shall cooperate, aid and assist the designated committee chairpersons.

If the Manager becomes ill or needs to be absent from the Township, he shall designate one qualified member of his staff who shall perform the duties of the Manager during his absence or disability. The person so designated shall not perform these duties for a period longer than two weeks without the approval of the Commissioners.
