A. 
Requirement:
(1) 
Each use established, enlarged, or changed in any zoning district shall provide, and adequately and satisfactorily maintain, off-street parking spaces in accordance with Table 16.1, Off-Street Parking Requirements, and the regulations of this Part 16, pertaining to off-street parking and loading.
(2) 
Uses that are not specifically listed in Table 16.1, Off-Street Parking Requirements, shall comply with the parking requirements for the most similar use that is listed in Table 16.1.
(3) 
Where a proposed use contains or includes more than one type of use (regardless of whether each use is listed in Table 16.1 or is an unlisted use), the number of parking spaces required shall be the sum of the parking requirements for each separate use, except as may be allowed under § 27-1601B, pertaining to conditional reduction in off-street parking areas (below).
(4) 
Where the computation of required parking spaces does not result in an integer, any decimal over 0.50 shall be rounded up to the next largest number.
B. 
Conditional Reduction in Off-Street Parking Areas.
(1) 
Intent. To encourage minimizing impervious surfaces, while ensuring adequate parking will be provided, to recognize that unique circumstances may justify a reduction in required parking.
(2) 
Following a review and recommendation by the Planning Commission, The Zoning Hearing Board may permit a reduction, through the special exception review process of § 27-119, of the number of parking spaces to be initially developed and installed as required by this Part 16, provided that each of the following conditions are satisfied:
(a) 
The applicant shall demonstrate to satisfaction of the Zoning Hearing Board, using existing and projected (five years) employment, customer, resident, or other relevant data, that a reduction in the off-street parking spaces to be initially developed and installed as required by § 27-1601A, pertaining to required number of off-street parking spaces, is warranted.
(b) 
The applicant shall submit plans that show how the total parking required by § 27-1601A pertaining to required number of off-street parking spaces, will be accomplished if needed in the future.
(c) 
The plans shall clearly designate which of these parking spaces are proposed for immediate use and which spaces are proposed to be conditionally reserved for potential future use.
(d) 
The portion of the required parking spaces that are conditionally reserved for potential future installation and use shall not be located within areas for required buffer yards, setbacks, or areas which would otherwise be unsuitable for parking spaces due to the physical characteristics of the land, or other requirements of this chapter.
(3) 
The applicant shall enter into an agreement with the Township requiring the applicant to:
(a) 
Maintain each conditionally reserved parking area as attractively landscaped open space until needed for parking; and
(b) 
Convert some or all of the conditionally reserved parking area to additional off-street parking within 30 days after such time that the Board of Supervisors finds that additional parking is needed. If weather conditions delay permanent construction, the temporary construction materials and methods shall be utilized to provide the additional parking in the meantime until the permanent construction can be performed;
(c) 
This agreement shall be recorded and shall be deemed to be a covenant running with the land.
(4) 
The Zoning Officer shall bring the parking reduction agreement to the Board of Supervisors for a decision requiring installation of some or all of the conditionally reserved parking area if the Zoning Officer determines that the reduced parking is not meeting actual parking needs, based upon field investigations.

A. 
General: The parking spaces and accessways shall be laid out in a safe and efficient configuration method that takes into account the location of access to the property, loading areas, pedestrian circulation, and any drive-through facilities.
B. 
Existing parking: Structures, buildings, and uses in existence at the effective date of this chapter shall not be subject to the requirements of this Part 16, provided that the kind of use is not changed and the intensity or density of use is not changed or expanded, and that any parking spaces now serving such structures or uses shall not in the future be reduced to an amount or number less than that required by this chapter.
C. 
Changes in use: Whenever a building or use (including those specified in subsection Table 16.1, pertaining to off-street parking requirements) is changed or enlarged in floor area, number of employees, number of dwellings, seating capacity or otherwise to create a need for an increase of 10% or more in the number of existing parking spaces, based upon the requirements of said Table 16.1, then the number of total spaces to be provided shall be based upon the total parking spaces that would be required for the entire existing and proposed use.
D. 
Continuing obligation.
(1) 
All required parking spaces shall be provided, installed, and maintained so long as the use which the parking spaces were designed to serve still exists.
(2) 
Off-street parking spaces shall not be reduced in number except when such reductions are in conformity with the requirements of this Part 16, pertaining to off-street parking and loading.
E. 
Conflict With Other Uses. No parking area shall be used for any other use that interferes with that parking area's availability for the parking need that the area is required to serve. Required parking spaces shall not be used for storage or display of materials or vehicles for sale.
F. 
Location of Parking. Required off-street parking spaces shall be on the same lot or abutting lot with the principal use served, or on an abutting lot with an accessway or sidewalk connecting to the parking area of the lot with the principal use served.
G. 
Joint parking lots.
(1) 
Two or more uses may provide for their required parking spaces in a common parking lot, provided that the total number of spaces in such lot shall not be less than the sum of the spaces required for each use separately (except as provided below).
(2) 
The applicant may seek to prove that the parking requirements should be reduced under the provisions of Subsection 1601B because either the uses would have their peak parking requirements at different times of the day, or the uses have overlapping or common customers.
(3) 
If two separate principal business uses on separate abutting lots implement a shared driveway system and an integrated shared parking lot, then the number of required parking spaces for each such use shall be reduced by 10%.

A. 
General Requirements.
(1) 
Every parking area shall be designed so that its use does not constitute a nuisance, hazard, or unreasonable impediment to traffic.
(2) 
Every parking area shall be arranged for the orderly, safe movement of all vehicles and pedestrians.
(3) 
No parking area shall be designed to compel or encourage parked vehicles to back into a public street in order to leave a parking space, except for a single-family or two-family dwelling with its access onto a local street or parking court.
(4) 
Every required parking space shall be designed so that any motor vehicle may proceed to and from a street or parking court to that parking space provided for it without requiring the moving of any other vehicle.
(5) 
No parking area shall be located within a required buffer yard, within a future street right-of-way, or a required paved area setback.
(6) 
No parking or other paved area shall be located within 10 feet of absorption area for an on-site sewage disposal system or a stormwater infiltration system.
(7) 
Defined Traffic Ways. All parking areas shall include clearly defined and marked parking spaces and aisles. In any parking lot with more than 30 off-street parking spaces, raised curbs and landscaped areas shall be used to direct traffic within the lot. Major vehicular routes shall be separated as much as is practical from major pedestrian routes, aisles, and accessways within the parking lot.
(8) 
Separation From Street. All areas for off-street parking, off-street loading and unloading, and the storage or movement of motor vehicles shall be physically separated from the street by either a raised curb, planting strip, wall, or other suitable barrier against unchanneled motor vehicle entrance or exit, except at necessary and approved vehicle entrances to and exits from the lot.
(9) 
Stacking. Each parking lot shall provide an adequate queuing or stacking area upon the lot to prevent back-up of vehicles on a public street while awaiting entry to the lot, or while waiting for service at a drive-through facility.
B. 
Size and Marking of Parking Spaces.
(1) 
Each parking space shall be a rectangle with a minimum width of nine feet and a minimum length of 18 feet, except:
(a) 
The minimum length shall be 22 feet for parallel parking.
(b) 
A lot includes more than 100 parking spaces, then a maximum of 20% of the required spaces may be a rectangle with a minimum width of eight feet and a minimum length of 16 feet; provided that those spaces are designated as being for compact cars only, and further provided that those spaces are distributed in different portions of the lot and do not include the spaces in the lot which are closest to the principal use or otherwise most desirable.
(2) 
All parking spaces shall be marked to indicate their size and location, except those of a single-family or two-family dwelling.
C. 
Aisles.
(1) 
Each aisle providing one-way-traffic-only access to parking spaces shall be at least the minimum aisle width specified in the following table:

(2) 
Each aisle providing access to parking spaces for two-way traffic shall be at least 24 feet in width, except a width of 20 feet may be allowed in areas of parking that are designated and used for employees only primarily for eight hours or longer.
(3) 
Maximum length of any parking aisle: 200 feet.
D. 
Paving, Grading and Drainage.
(1) 
All portions of required parking and off-street loading facilities, but excepting areas that are landscaped and so maintained, shall be graded, paved, or surfaced with either asphalt, bituminous concrete, concrete or a similar durable and weatherproof material, which shall drain in directions and in a manner as necessary to prevent dust, erosion, or excessive water flow onto or across streets or adjoining properties.
(2) 
Permeable or porous paving on portions of parking areas for stormwater infiltration shall be permitted by the Zoning Officer if the applicant proves to the satisfaction of the Zoning Officer that parking area will be used primarily for automobile and light truck parking, and has an adequate subbase material and infiltration or drainage provisions.
E. 
Nighttime Illumination.
(1) 
Any parking area containing 10 or more spaces that is designed for use during night hours shall be adequately illuminated during the hours of use for security purposes at no cost to the Township.
(2) 
Section 1514, Light and Glare Control, of this chapter shall comply.
F. 
Paved Area Setback (including off-street parking setbacks).
(1) 
Intent. These setbacks are required to ensure that parked or moving vehicles within a lot do not obstruct sight distances or interfere with pedestrian traffic. These setbacks are also intended to aid in stormwater management along streets.
(2) 
Uses Within The Paved Area Setback. The setback areas required by this Subsection 1603F, pertaining to paved area setback, together with any existing or future right-of-way area that is not actually being used as a cartway, street shoulder, or on-street parking, shall be maintained in grass or other appropriate natural vegetative groundcover, and shall not be covered with any kind of paving, except for approved driveway or accessway entrances, and any concrete sidewalks six feet wide or less. Stormwater control facilities that are not impervious may be located within the paved area setback, as may be catch basins, inlets, headwalls, flared end sections, and other similar facilities and structures. No fence, parking, storage, or display of vehicles or items for sale or rent shall be located within the paved area setback. A permitted freestanding sign may be located in this setback area.
(3) 
This setback area, and any required or provided curbing, shall be designed and installed to prevent vehicles from entering or exiting the lot at locations other than approved driveways and accessways.
(4) 
The following minimum paved area setbacks shall apply:
(a) 
If a paved area abuts:
An expressway or expressway ramp, or arterial street

(5) 
Buffer Areas Between Uses. Section 27-1304 shall apply.
(6) 
Setback from Commercial and Industrial Buildings. All paved areas, except concrete sidewalks, shall be setback a minimum of five feet from the exterior structural walls of any commercial or industrial building. This setback shall not apply to driveways entering into a garage, loading/unloading area, vehicle service bay, or attached carport. This setback is intended to allow sufficient area for firefighting, sidewalks, and foundation landscaping.
G. 
Paved area landscaping.
(1) 
Intent. This subsection pertaining to paved area landscaping is primarily intended to reduce the thermal pollution of surface waters from parking lot runoff.
(2) 
Any lot that contains more than 30 parking spaces of any size, or an equivalent area of truck or bus parking spaces, shall be required to provide landscaped areas within the paved area. This required landscaped area shall be equal to a minimum of 5% of the total paved area. A maximum of 15 consecutive and contiguous parking spaces in a row shall be allowed without being separated by a landscaped area.
(3) 
One deciduous tree shall be required for every 4,000 square feet of paved area. This tree requirement shall be in addition to any trees required by any other section of this chapter or by the Subdivision And Land Development Ordinance.[1]

(4) 
Trees required by this subsection shall comply with the following standards:
(a) 
Type of Trees Permitted. Required trees shall be chosen from the following list of approved street trees, unless the applicant proves to the satisfaction of the Zoning Officer that another species of tree would be equally or more effective to shade the paved areas, resist disease, road salt, and air pollution and be relatively attractive. If more than 20 trees are required by this subsection, then no more than 60% shall be of any one type.

(b) 
Quality of trees.
[1] 
Trees provided and installed shall be of nursery stock quality, with symmetrical growth, and free of insect pests and disease.
[2] 
The applicant shall replace trees that die or become diseased or pest ridden within 18 months from the time of planting with an equivalent tree.
(c) 
Minimum Size. The trunk diameter (measured at breast height, 4 1/2 feet above the finished grade level) shall be a minimum of two inches or greater.
(d) 
Planting and maintenance.
[1] 
Trees shall be planted in conformance with good landscaping and arborculture practices.
[2] 
Trees shall be properly protected by raised curbs or similar devices from damage from vehicles.
[3] 
No paving, curbs, or similar impervious surfaces shall be installed or located within five feet of the required trees.
[4] 
Trees shall be properly maintained, and shall not be removed without being replaced by another equivalent tree that meets the requirements of this subsection.
(5) 
A substantial proportion of the trees required by this subsection should be planted within the parking lot in protected islands or depressed rain gardens. No paving, curbs, or similar impervious surfaces shall be installed or located within five feet of the required trees. These protected islands should be used to direct the flow of traffic through the parking lot in a smooth and safe manner to prevent "cross-taxiing." Required trees are also encouraged to be planted in highly visible locations, especially at the edges of parking areas that abut arterial streets.
(6) 
Existing Trees. For every existing tree on the lot that is healthy, is preserved and maintained for at 18 months after the completion of all construction and that would generally meet the requirements of this subsection:
(a) 
One less deciduous tree shall be required to be planted for every such preserved tree with a minimum trunk diameter of between four and 18 inches (measured one foot above the natural ground level); and
(b) 
Two less deciduous trees shall be required to be planted for every such preserved tree with a minimum trunk diameter of 18 inches or greater (measured one foot above the natural ground level);
(c) 
No paving, curbs, sidewalks, or similar impervious surfaces shall be installed or located within the drip line of such preserved trees except that sidewalks may be installed within the outer five feet of the drip line limits.
H. 
Parking lot screening.
(1) 
No off-street parking area for five or more vehicles shall be located or installed in such a way that vehicle headlights could shine into a dwelling located within 150 feet or less of the parking area, unless a substantially opaque light block as specified in Subsection H(2) hereof is provided and installed between the parking area and the dwelling.
(2) 
Wooden fencing, brick walls or evergreen screening shall be provided and installed as required by Subsection H(1) hereof. Such screening or fencing shall have a minimum height of four feet, except that screening or fencing of up to eight feet in height may be required by the Zoning Officer to prevent vehicle headlights from shining into a dwelling where there is unusual topography, or when the parked vehicles would be trucks or buses.
I. 
Handicapped parking.
(1) 
The latest federal standards for handicapped parking developed by the American National Standards Institute are included herein by reference. In the event of a conflict with the provisions of this section, the federal standards shall prevail.
(2) 
Number of Spaces. Any parking lot containing at least six off-street parking spaces shall include a minimum of one handicapped space. For parking lots consisting of 30 or more off-street parking lots, a minimum of 3% of all off-street parking spaces shall be handicapped spaces.
(3) 
Location. Handicapped parking spaces shall be located where they would result in the shortest possible accessible distance to an accessible building entrance.
(4) 
Size: 13 feet wide by 18 feet long for each handicapped space.
(5) 
Slope. Handicapped parking spaces shall be located in areas of less than 5% slope in any direction.

A. 
Intent.
(1) 
To prevent residential areas from being harmed by nuisances from smells and noise from noxious commercial vehicles.
(2) 
To preserve and maintain a residential character in residential districts. To preserve and maintain adequate sight distances and visibility along public streets and sidewalks.
(3) 
To minimize truck traffic and damage to streets in residential areas.
B. 
Definitions.
(1) 
Commercial vehicle. A motor vehicle that is primarily used for business purposes, including but not limited to making service calls, transporting equipment used in a business, or in accomplishing physical work as part of a business (such as hauling material).
(2) 
Tractor. A truck with two or more axles, or six or more wheels, that is primarily intended to be used to pull a trailer, as defined below.
(3) 
Trailer. A commercial vehicle with a length of 10 feet or more that is not self-propelled, that is intended to haul, carry, or transport materials, vehicles, goods, gases, or liquids, and that is intended to be pulled by a tractor (as defined above).
C. 
Exceptions. No part of this section shall apply to the following vehicles:
(1) 
Township-owned and operated vehicles.
(2) 
Ambulance, fire, and rescue vehicles.
(3) 
Buses used primarily for transporting public or private school children to and from school, or transporting persons to or from a place of worship.
(4) 
Recreational vehicles (see definition in Part 2 and regulations in § 27-1403E(17), pertaining to storage as an accessory use to a dwelling).
(5) 
Vehicles operated by the U.S. Postal Service or federal, state or county governments.
(6) 
Vehicles actually engaged in the construction or repair or maintenance of streets, curbs, sidewalks, or utilities, or of dwelling units or properties that are adjacent to or on the same lot or street as where the vehicle is parked.
(7) 
Vehicles actually engaged in making routine deliveries or rendering routine services to a dwelling unit or property that is adjacent or on the same lot or street as where the vehicle is parked.
D. 
Storage of Commercial Vehicles in Residential District. No commercial vehicle with either a gross actual or registered weight exceeding 8,500 pounds, greater than two axles, or six wheels, or any tractor, or any trailer [as defined by Subsection B(2) and (3) hereof above] shall be maintained (except clearly emergency repairs), parked, stored, or otherwise kept on a lot within a residential district between the hours of 8:00 p.m. and 8:00 a.m. any day of the week, except as may be customary and accessory to a legal nonconforming principal business use.
E. 
Garbage Hauling Vehicle. No vehicle that has been used for the bulk hauling of garbage within the past 30 days shall be parked for more than 15 minutes in any twenty-four-hour period on any portion of a lot that is within 200 feet of a dwelling.
F. 
Nonconformities. Any nonconforming condition or use that exists under this § 27-1604, pertaining to the parking of commercial vehicles in residential zoning districts and unregistered vehicles, shall either be registered with the Zoning Officer or be made conforming or be terminated within 90 days of the adoption of this chapter.
G. 
Storage of Junk Vehicles.
(1) 
Residential Zoning District. No "junk vehicle" (as defined by Part 2) shall be parked or stored on any lot in a residential zoning district in such a way that the said junk vehicle is visible either from a public street, or from an adjacent dwelling, except as specifically permitted by this chapter.
(2) 
Nonresidential Zoning District. A maximum of two junk vehicles shall be parked or stored on any lot in a district other than a residential zoning district in such a way that the said junk vehicles are visible from either a public street or from an adjacent dwelling, except as specifically permitted by this chapter (as an auto sales use, junkyard or auto repair garage).

A. 
General Requirements.
(1) 
Each use shall provide off-street loading facilities that comply with the requirements of this section, and which are sufficient to accommodate the maximum truck demand generated by the use. For the purposes of this section, "loading" and "unloading" shall have the same meaning.
(2) 
At the time of the site plan review pursuant to § 27-1311 the applicant shall provide evidence to the Planning Commission, which may advise the Zoning Officer, on whether the use will have a sufficient number and sizes of loading facilities and whether conflicts will be prevented with parking and traffic circulation on and off of the lot.
B. 
Design and Layout of Loading Facilities. Off-street loading facilities shall comply with the following requirements:

(2) 
Each off-street loading space shall have sufficient maneuvering room configured to avoid conflicts with other parking and traffic movements within and outside of the lot.
(3) 
Each off-street loading space and the needed maneuvering room shall be located entirely on the lot being served by said space, and shall be located entirely outside of all required buffer areas, paved area setbacks, and street rights-of-way.
(4) 
An appropriate means of access from all off-street loading to a street or alley shall be provided.
(5) 
Paving, Grading and Drainage. See § 27-1603E hereof.
(6) 
No such facilities shall be designed or used in any manner so as to constitute a significant nuisance, public safety hazard, or an unreasonable impediment to traffic.
(7) 
All such facilities shall comply with the lighting requirements of § 27-1603F, the landscaping requirements of § 27-1603H and the noise limitations of § 27-1511 of this chapter.
C. 
Fire Lanes. Fire lanes shall be provided where required by state or federal regulations, the Uniform Construction Code (UCC) or other local ordinances. The specific locations of these fire lanes are subject to review by the Township's fire officials.
