The New Britain Borough Nature Preserve Committee is hereby created as a standing committee of the Borough.
A. 
The New Britain Borough Nature Preserve Committee shall be composed of not less than five nor more than 11 voting members appointed at the discretion of the Borough Council. In addition, Borough Council may appoint one member of Council to serve as a nonvoting liaison to the Committee.
B. 
Vacancies on the Committee shall be filled by Borough Council. Each member of the Committee shall serve a term of three years, which terms shall be staggered so that the terms of no more than three members may expire in any given year. Committee members may be removed upon majority vote of the Borough Council.
C. 
At the first meeting of each calendar year, the members of the Committee shall elect from their membership a Chair, Vice Chair and such other officers as the Committee deems necessary. Officers shall be voting members of the Committee. The Chair shall preside over the meetings. In the Chair's absence, the Vice Chair shall preside. If both the Chair and the Vice Chair are absent, the remaining members, if a quorum exists, shall select from among themselves a person to preside over the meeting.
D. 
The Committee shall meet at least once per month, unless the Chair determines that there is no business to be transacted by the Committee. A quorum shall consist of a simple majority of the total number of voting members. All meetings shall be advertised as required under the Pennsylvania Sunshine Act.
The Nature Preserve Committee shall have the responsibility to advise Council on all matters relating to the maintenance and management of the Wilma Quinlan Nature Preserve ("WQNP"), including providing advice and recommendations to Council regarding all of the following:
A. 
Maintenance and management of the WQNP, excluding the Groner house and grounds.
B. 
Improvements to the WQNP.
C. 
Periodically reviewing, updating, and presenting to Council a strategic plan for the long term stewardship of the WQNP.
D. 
Preparing an annual budget for the WQNP and advising Council on any recommended expenditures from the Groner funds.
E. 
Providing for recommended rules and regulations in the WQNP.
F. 
Reporting to Council regarding matters under its jurisdiction.
G. 
Any and all such other duties and responsibilities as may be assigned from time to time by the Borough Council.
