The New Britain Borough Parks and Recreation Committee is hereby created as a standing committee of the Borough.
A. 
The New Britain Borough Parks and Recreation Committee shall be composed of not less than five nor more than seven voting members appointed at the discretion of the Borough Council. In addition, Borough Council may appoint one member of Council to serve as a non-voting liaison to the Committee. In no event shall the total number of appointees on the Committee (including any nonvoting liaison) be comprised of more than three members of Council. Vacancies shall be filled by Borough Council. Each member of the Committee shall serve a term of three years, which terms shall be staggered so that the terms of no more than three members may expire in any given year. Committee members may be removed upon majority vote of the Borough Council.
B. 
At the first meeting of each calendar year, the members of the Committee shall elect from their membership a Chair, Vice Chair and such other officers as the Committee deems necessary. Officers shall be voting members of the Committee. The Chair shall preside over the meetings. In the Chair's absence, the Vice Chair shall preside. If both the Chair and the Vice Chair are absent, the remaining members, if a quorum exists, shall select from among themselves a person to preside over the meeting.
C. 
The Parks and Recreation Committee shall meet at least once per month, unless the Chair determines that there is no business to be transacted by the Committee. A quorum shall consist of a simple majority of the total number of voting members. All meetings shall be advertised as required under the Pennsylvania Sunshine Act.[1]

A. 
The Parks and Recreation Committee shall advise Council on all matters relating to the parks and open space of the Borough (not including the Nature Preserve or matters relating to the Borough's participation in the Audubon Pennsylvania Bird Town program), shall, provide for the organization and coordination of any and all Borough recreational activities (not including summer camp activities), shall provide for recommended rules and regulations for Borough parks, shall recommend improvements to Borough parks, shall report to the Borough Council regarding matters under its jurisdiction, and shall undertake any and all such duties as may be assigned from time to time by the Borough Council. In addition, the Parks and Recreation Committee shall be responsible for:
(1) 
The effective maintenance, management and operation of the Orchard Tract property to maximize its public access and enjoyment.
(2) 
Providing assistance in the development and creation of public trails and paths within the Borough.
(3) 
Open space management consistent with the goals and provisions of Resolution 2009-05.
B. 
In carrying out the duties provided under this section, the Parks and Recreation Committee shall have discretion to assign certain duties and responsibilities to individual members of the Committee and to recruit and coordinate additional community volunteers to assist in the carrying out of certain projects as needed.
