A.
No park grounds or facility shall be reserved for use or rented by
any group, organization or individual for any activity, function or
meeting unless a permit for its use or rental has first been obtained
from the Knowlton Township Recreation Director. The granting of a
permit shall entitle the holder thereof to precedence in the use of
the facility.
B.
Permits for the use of facilities shall be required for any and all
activities or functions of any size or type and shall be governed
by the rules and regulations of the Township Committee and shall be
subject to such schedule of fees as may be imposed or fixed by the
Township Committee.
D.
Events and activities sponsored by the Knowlton Athletic Association,
the Knowlton Township Recreation Committee or the Knowlton Recreation
Foundation are exempt from the permit requirement provided that these
events and activities are scheduled and approved by the Knowlton Township
Recreation Director.
E.
Fees and deposits may be waived for other community organizations
with the approval of the Knowlton Township Committee.
F.
A refund of fees will be made for cancellations received 48 hours
prior to the start of the event or activity. Refunds for cancellations
made within 48 hours of the start of the event or activity may be
granted with the approval of the Knowlton Township Committee.
Application for a permit shall be made to the Knowlton Township
Recreation Director, and the applicant shall familiarize himself with
the rules and regulations governing the use of grounds or facility
for the use of which the application is made.
Application for a permit to conduct a series of regular meetings
shall be submitted, in writing, listing all of the dates desired.
Permits shall be issued on a first-come-first-served basis,
but only after approval of the Knowlton Township Recreation Director
and upon payment of the required fees or deposit, if any. Unless otherwise
specified therein, the permit shall expire immediately following the
use of the facilities on the occasion for which granted.
The person to whom the permit is issued shall remain on the
premises for the use of which the permit was granted until all other
members of the group have left the area.
Application for a permit by a group of minors shall be signed
by a chaperone, who will assume responsibility for the actions of
the group during the period for which the permit is granted, as stated
thereon.
No person shall fail or refuse to produce and exhibit any permit
upon request of the police, the Township Committee or its authorized
representative to inspect such permit in connection with the enforcement
of this chapter or the rules and regulations promulgated pursuant
thereto.
The Knowlton Township Recreation Director shall issue a permit
when the proposed activity or use of the facility meets the following:
A.
Will not unreasonably interfere with or detract from the general
public enjoyment of the park.
B.
Will not unreasonably interfere with or detract from the promotion
of public health, welfare, safety and recreation.
C.
Is not reasonably anticipated to incite violence, crime or disorderly
conduct.
D.
Will not entail or constitute an unusual, extraordinary or burdensome
handicap or expense to the Township of Knowlton.
E.
The facility is available for use and has not been reserved or scheduled
for use at the day and hour requested in the application.
F.
Will be by a group which must be covered by its own insurance.
A.
Should the Knowlton Township Recreation Director deny an application,
such denial shall be made in writing and state the reasons why the
application was denied.
B.
The applicant may appeal a denial of an application for use of a
recreation facility to the Knowlton Township Committee. The Township
Committee's decision on the application shall be final.
In addition to the penalty prescribed in § 134-6, the Knowlton Township Recreation Director may revoke a permit upon a finding of a violation of any of the provisions set forth in this chapter and of any of the rules and regulations promulgated pursuant thereto.
The person or organization representative to whom a permit has
been issued shall be responsible to see that the premises are left
in a clean and orderly condition.
