There is hereby created a Committee known as the "Civic Celebration
Committee of Forty Fort Borough" which shall hereby finance celebrations
within the Borough and shall have the powers and duties as hereinafter
set forth.

The Committee shall be comprised of five members; the Mayor,
one member to be appointed by the Forty Fort Ministerium for a three-year
term, and three members, each of whom shall be a resident of the Borough,
to be appointed by the Council of Forty Fort for three-year overlapping
terms or until their successors are appointed, except that the members
first appointed shall be so appointed that the term of one member
shall expire annually thereafter. Vacancies shall be filled in the
same manner as originally appointed and for the unexpired term. Members
shall serve without pay.

The Mayor shall be the Chairman, and the Committee shall appoint
from its membership such other officers as it may deem necessary and
may adopt by-laws, rules or regulations for the orderly procedure
of its business. The Committee shall hold meetings at such times and
places as it may designate and shall report annually to Council.

The Committee may provide funds to any community organizations
who wish to conduct a civic celebration within the Borough. Funds
received by the Committee shall be deposited in an interest bearing
account for the use of the Committee and disbursed as the Committee
authorizes.

The Committee may receive funds from any individual, group,
organization or Council. Funds so held by the Committee may be loaned
upon terms and conditions of the Committee to any community organization
conducting a civic celebration within the Borough. Said funds are
to be used by the organizations as "start up" or "seed money" for
the civic celebration.
