This Part shall be known as the "Hopewell Township Rental Dwelling Registration Part."

LANDLORD
The record owner, as indicated by the records in the Office of the Recorder of Deeds in and for York County, Pennsylvania, of any real estate located in the Township of Hopewell, which real estate is being utilized as the residence of one or more persons other than the landlord and his immediate household. The term landlord shall include natural persons, partnerships, associations and corporations.
TENANT
Any individual 18 years of age or older residing in premises owned by a "landlord" as defined in this section. One may be a tenant if residing in premises owned by a "landlord" even if no rent or other consideration has been paid.

Within 10 days after any tenant has moved into a landlord's premises, the landlord shall inform the Secretary of Hopewell Township, in writing, of the name and address of such tenant or tenants, as well as the date on which such tenant or tenants moved into the premises.
2. 
Within 10 days after any tenant has vacated a landlord's premises the landlord shall inform the Secretary of Hopewell Township, in writing, of the name and address of such tenant or tenants, as well as the date on which such tenant or tenants vacated the premises.

Landlord shall notify the Secretary of Hopewell Township, in writing, within 10 days after the effective date of this Part of the names, addresses and approximate dates of entry of tenants currently residing in the landlord's premises.

Any person, firm or corporation who shall violate any provision of this Part, upon conviction thereof in an action brought before a magisterial district judge in the manner provided for the enforcement of summary offenses under the Pennsylvania Rules of Criminal Procedure, shall be sentenced to pay a fine of not more than $1,000 plus costs and reasonable attorney fees incurred by the Township in the enforcement proceeding, in default of payment of said fine and costs, to a term of imprisonment not to exceed 90 days. Each day that a violation of this Part continues or each section of this Part which shall be found to have been violated shall constitute a separate offense.
