The office of Mayor is hereby created.

On the Tuesday following the first Monday in November, 1978 and every four years thereafter, the qualified voters of Lincoln shall elect a Mayor for four years.

As chief executive of the City the Mayor shall preside over all meetings of the City Council and shall perform such duties as may be required of him by state statute or City ordinance.
The Mayor shall appoint, with the approval of the City Council (where such approval or confirmation is required) all officers of the City whose election or appointment is not provided for by state statute or City ordinance.
The rate of pay of the Mayor shall be determined by ordinance of the City Council from time to time in a manner that will comply with the Arkansas Constitution.
