New sanitary sewers and all extensions to sanitary sewers to
be dedicated to the Town shall be designed by a professional licensed
to practice sewer design in the state in accordance with the Town
of Victor Design and Construction Standards and the Recommended Standards
for Sewage Works (the state standards) and in conformance with requirements
of the NYSDEC. Plans and specifications shall be submitted to and
approval received from the Town and the NYSDEC before initiating any
construction.
When a property owner, builder or developer proposes to construct
sanitary sewers or extensions to sanitary sewers in an area proposed
for subdivision, the plans, specifications and method of installation
shall be subject to the approval of the Town. Said property owner,
builder or developer shall pay for the entire installation, including
a proportionate share of the intercepting or trunk sewers, pumping
stations, force mains and all other related Town expenses. Main sewers,
manholes and street laterals shall be dedicated to the Town after
completion of construction.
Construction and testing shall be in accordance with the Town
of Victor Design and Construction Standards and shall be subject to
inspection by the Town.
All sanitary sewers and extensions to sanitary sewers constructed
at the applicant's expense, after final approval and acceptance
by the Town, shall become the property of the Town and thereafter
shall be operated and maintained by the Sewer District.
