There is hereby created a Planning and Zoning Commission, the territorial jurisdiction of which shall extend only over the corporate limits of the City. The Commission may also render recommendations regarding properties outside of the City's boundaries in connection with a joint City-county planning effort or a jointly planned development project.
A. 
The Planning and Zoning Commission shall consist of five regular members, including one member of the Common Council, who shall serve as an ex officio member, and one alternate.
B. 
The alternate member shall be expected to attend all meetings of the Commission and is entitled to participate in the meeting, as are the regular members, except in the matter of voting.
C. 
Members of the Planning and Zoning Commission shall be eligible to vote on any item of Commission business as to which 1) the member was present for any hearing or other discussion or regarding which the member has reviewed the entire record and 2) for which they have no conflict of interest. In case a regular member is absent or cannot vote, the alternate member shall vote if 1) the alternate was present for any hearing or other discussion or regarding which the alternate has reviewed the entire record and 2) a regular or ex officio member abstains from the decision or is absent at the time of a decision.
All members shall serve without compensation and may be removed by the Mayor and Common Council for inefficiency, neglect of duty or malfeasance in office.
The Planning and Zoning Commission shall elect a Chairman from amongst its appointed members for one year, who shall be eligible for re-election and shall fill such other of its offices as it may determine.

The Planning and Zoning Commission shall have all the powers, functions, responsibilities and duties as provided in Division I, "Single-Jurisdiction Planning and Zoning," of the Land Use Article of the Annotated Code of Maryland and as set forth in Chapter 164 of the City Code.
