An advisory council to be known as the "Ross Township Environmental Advisory Council" (the "Ross EAC") is hereby created and shall continue to function until this Part is revoked.

The Ross EAC shall be composed of seven members who shall be residents of Ross Township and shall be appointed by the Ross Township Board of Commissioners.

1. 
Members of the Ross EAC shall be appointed in accordance with the following procedures:
A. 
The terms of office for each member shall expire on the first Monday in January following the last year of his or her term of office.
B. 
Duly appointed members shall serve without compensation, except for payment of expenses. Only in the event the requirements of the position and/or availability of volunteers cannot be filled with residents of Ross Township, then the members need not be residents of Ross Township but must be either a Ross Township taxpayer, maintain a business, be employed or go to school in Ross Township.
C. 
Members shall be 18 years or older. The Ross Township Board of Commissioners shall initially appoint three members to serve a one-year term, and one member each to serve a two-year term, a three-year term, a four-year term, and a five-year term. Thereafter, all terms shall be five-year terms.
D. 
The Board of Commissioners shall designate the initial Chair, who shall serve a three-year term. Thereafter, the members shall elect the Chair every three years.

The Ross EAC is to be advisory to and shall coordinate its activities with the Board of Commissioners and, when possible, the Planning Commission.

1. 
The Ross EAC shall have the following powers:
A. 
Identify environmental problems.
B. 
Recommend plans and programs to the appropriate agencies for the promotion and conservation of the natural resources and for the protection and improvement of the quality of the environment within Ross Township.
C. 
Make recommendations as to the possible use of open land areas in Ross Township.
D. 
Promote a community environmental program.
E. 
Keep an index of all open areas, publicly or privately owned, including but not limited to flood-prone areas, swamps, and other unique natural areas.
F. 
Advise the appropriate local government agencies in the acquisition of property, both real and personal.
G. 
To undertake such environmental tasks as requested by the Board of Commissioners.

The Ross EAC shall keep minutes of its meetings and records of its activities and shall make an annual report for the Board of Commissioners.

The Board of Commissioners may, from time to time, appropriate funds for the expenses incurred by the Ross EAC.
