There is hereby established a committee to be known as the "Sustainability Advisory Committee."
A. 
The Board of Supervisors shall appoint the members of the Committee. The Committee shall consist of a minimum of five and maximum of seven members.
B. 
The members of the Committee shall be residents of the Township.
C. 
The Board of Supervisors shall appoint three members of the Committee who shall serve an initial term of two years commencing on August 18, 2020. The Board of Supervisors shall appoint at a minimum two members and at a maximum four members of the Committee who shall serve a one-year term commencing on August 18, 2020. Thereafter, members of the Committee shall serve a two-year term.
D. 
No member of the Board of Supervisors shall serve on the Committee.
The Committee's mission is to increase collaboration between Township departments on issues regarding environmental sustainability of the Township. The Committee seeks to develop initiatives aimed at increasing Township staff knowledge, developing community partnerships, and fostering sustainable best management practices. To accomplish this mission, the Committee shall:
A. 
Provide advice, guidance, and recommendations to the Board of Supervisors on the following:
(1) 
Implementation of the recommendations from the Township's 2019 Comprehensive Plan related to energy conservation and renewable energy.
(2) 
Implementation of objectives and goals of the Energy Study.
(3) 
Development of policies in order to achieve goals related to sustainable practices and initiatives.
B. 
The Committee shall adhere to the following parameters:
(1) 
The Committee shall not perform administrative duties or have executive authority.
(2) 
The Committee shall not have the authority to spend Township funds unless specifically approved by the Board of Supervisors.
(3) 
The Township Manager shall assign employees of the Township to serve as liaisons to and provide staff services to the Committee.
(4) 
The Committee shall not have the power to enter into contracts on behalf of the Township.
A. 
All meetings of the Committee shall be open to the public unless otherwise permitted by law.
B. 
Regular meetings of the Committee shall be held on a designated day as established at an annual organizational meeting. The first regular meeting in January of each year shall constitute the annual organizational meeting. At the organizational meeting, the Committee shall elect by majority vote a Chair, Vice-Chair and Secretary to take minutes of meetings.
C. 
Special meetings may be held as needed upon the call of the Chairman or Vice Chairman, provided that appropriate notice of each meeting is given to each member and to the public in accordance with the statutes of the Commonwealth of Pennsylvania.
D. 
A quorum shall consist of at least a majority of all members of the Committee.
