A. 
Definitions. The following items listed below are designated recyclables as set forth in the Atlantic County Solid Waste Management Plan and, as used in this article, shall have the meanings indicated:
ANTIFREEZE
An automotive engine coolant consisting of a mixture of ethylene glycol and water or propylene glycol and water.
AUTO/TRUCK BODIES
Crushed or shredded automobile or truck bodies, excluding auto shredder residue, or "fluff."
BATTERIES
All sealed lead acid batteries, including car and boat batteries, and consumer rechargeable batteries.
CANS
Aluminum cans, tin and bimetal steel cans and aerosol cans.
CFC REFRIGERANTS
Common refrigerants include ozone-depleting substances, chlorofluorocarbons (CFCs) and hydrochlorofluorocarbons (HCFCs), which are also known by the trade name of "Freon."
CONCRETE, ASPHALT, BRICK AND BLOCK
Asphalt, concrete, brick, cinder block, "patio blocks," ceramic materials, stones, and other masonry and paving materials.
CONSUMER ELECTRONICS (a.k.a. E-WASTE)
Fifteen-to-twenty-one-inch monitors, flat screens and all-in-ones; towers, desktops and laptops; uninterrupted power supply; keyboards, mouse and speakers; all type of wire; gold clip ends; printers, fax machines, scanners, modems, copy machines; all types of memory; any hard drives; fans and power supplies; mother, B, C, tweener and finger boards; AD adaptors, yokes and motors; plastic, baled or loose; aluminum, brass, light iron and copper; metals, baled or loose; any and all related computer parts; phones, cell phones, cell phone and laptop batteries; PC scrap and stereos (no wood); VCRs, DVDs, CD players, boom boxes; any audio and visual equipment; scanners and pagers; cash registers and scales (electronic or mechanical); rechargeable batteries; household appliances not containing compressors.
FERROUS SCRAP METAL
Ferrous metal includes both heavy and light iron, all structural steel or ferrous metal and cast-iron components.
FLUORESCENT BULBS
All fluorescent bulbs contain mercury, including compact fluorescent bulbs (CFLs), and therefore proper disposal and/or recycling is required specifically for large quantities and commercial sources.
GLASS
Includes all products made from silica or sand, soda ash and limestone or cullet, the product being transparent or translucent and being used for packaging or bottling of various materials, excluding windowpane glass, mirrors, drinkware, tableware and ceramics.
NONFERROUS SCRAP/ALUMINUM SCRAP METAL
All noncontainer aluminum, including auto parts, siding, aircraft parts, lawn chairs, window and door frames, pots and pans, foils, and pie plates. Nonferrous scrap consists primarily of copper and zinc.
NONRECYCLABLES/SOLID WASTE/TRASH
The following items are nonrecyclables: polystyrene egg cartons, plastic food wrap, napkins, paper towels, paper plates, Styrofoam plates and cups, mirrors, window glass, light bulbs, drinking glass, ceramic glass, china dishware, plastic toys, plastic utensils, and plastic flower pots. All nonrecyclable items shall be disposed of as solid waste unless otherwise directed by the Township.
OIL FILTERS
Oil filters that are completely drained of oil and are being produced from a commercial business or source.
PAPER/CARDBOARD
Including newspaper and inserts, magazines, catalogs, phone books and paperback books, junk mail and envelopes, brown grocery bags, mixed office paper and corrugated cardboard.
PETROLEUM-CONTAMINATED SOIL
Nonhazardous soils containing petroleum hydrocarbons resulting from spills, leaks, or leaking underground storage tanks used for gasoline or any other commercial fuel, and which are recycled in accordance with the requirements of N.J.A.C. 7:26A-1.1 et seq.
PLASTIC BOTTLES
Plastic bottles and containers or packaging clearly marked with recycling symbols #1 and #2.
PROPANE TANKS
Propane tanks, twenty-pound size, shall be recycled through a cylinder exchange site at a retail store or may be delivered to ACUA's solid facility where they can be recycled for a fee. Small campout-size cylinders can be delivered by residents to ACUA's regularly scheduled household hazardous waste collection events. Large propane cylinders should be returned to the original distributor or manufacturer.
SOLID WASTE
Includes all garbage, refuse and other discarded material resulting from industrial, commercial and agricultural operations and from domestic and community activities, and shall include all other waste materials, including liquids, except for solid, animal and vegetable waste collected by swine producers licensed by the State Department of Agriculture to collect, prepare and feed such waste to swine on their own farms.
TEXTILES
Cloth material such as cotton, linen, wool, nylon, polyester, etc.
TIRES
Rubber-based scrap automotive, truck and specialty tires.
YARD TRIMMINGS
Yard trimmings such as leaves, grass clippings, stumps, brush and/or other lawn and garden trimmings. For brush, recycling is permitted at the Township Transfer Station. For all other items listed, including leaves, back yard composting of this material or delivery to a facility with approval to receive and process this material is acceptable.
B. 
Notwithstanding the definitions set forth in this article for information purposes, only those recyclable materials and products specifically listed as included for either roadside recyclable pickup or accepted at the Township Transfer Station may be deposited for collection or delivered to the Transfer Station.
A. 
There is hereby established a program to mandate separation of recyclable items from waste for the purpose of recycling in Mullica Township. The curbside recycling program within the Township will be implemented under the auspices and guidelines of the Atlantic County Utilities Authority.
B. 
All persons living and working in the Township of Mullica shall be mandated to separate from the solid waste they discard from their household trash all recyclable materials as currently defined by the Atlantic County Solid Waste Management Plan and subject to modification by the Atlantic County Planning Department under the direction and guidance of the Atlantic County Solid Waste Advisory Council and approval of the Atlantic County Board of County Commissioners[1] for the purpose of recycling.

C. 
Mullica Township may franchise, permit and mandate private licensed solid waste haulers to collect recyclables from the residents of the Township. To qualify Mullica Township for application for New Jersey Office of Recycling tonnage rebate grants, all solid waste haulers and private scavengers shall maintain records of all recyclable materials collected within the Township of Mullica. Records shall include the type of materials collected and the weight of each type of material collected. These records shall be submitted to the Township Recycling Coordinator on a quarterly basis, no later than 15 days after each quarterly period.
Recyclables shall be separated for pickup in accordance with guidelines established and published by the Atlantic County Utilities Authority.
A. 
The Mayor of Mullica Township shall appoint a Township Recycling Coordinator, with advice and consent of the Township Committee.
B. 
The duties of the Recycling Coordinator shall consist of working with the County Utilities Authority to increase the amount of recycling accomplished within the Township and to assist in educating the Township residents of the benefits of recycling and any changes in the laws and policies of recycling within the Township.
