As used in this chapter, the following terms shall have the meanings indicated:
CANNABIS
Any product made from the cannabis plant for the purpose of smoking, inhaling, aerosolizing, or other use. "Cannabis" does not include medical cannabis dispensed to registered qualifying patients pursuant to the "Jake Honig Compassionate Use Medical Cannabis Act," P.L. 2009, c. 307 (N.J.S.A. 24:6I-1 et seq.) and P.L. 2015, c. 158 (N.J.S.A. 18A:40-12.22 et seq.).
CANNABIS DELIVERY PRODUCT
Any product that is designed to deliver cannabis, cannabis vapor or noncannabis vapor, including, but not limited to, any type of electronic smoking device defined as an electronic or other powered device that can be used to deliver cannabis, or aerosolize cannabis, or other substances to the person inhaling from the device, including, but not limited to, an electronic cigarette, cigar, cigarillo or pipe, or any cartridge or other component of the device or related product, including, but not limited to, any substances used in such devices such as liquids, gels or powders, or any forms of cannabis.
HEALTH OFFICER
The Health Officer of the Township of Washington and/or his designee.
MINOR
Any person under 21 years of age.
NICOTINE DELIVERY PRODUCT
Any product that is designed to deliver nicotine, nicotine vapor or nonnicotine vapor, including, but not limited to, any type of electronic smoking device defined as an electronic or other powered device that can be used to deliver nicotine or other substances to the person inhaling from the device, including, but not limited to, an electronic cigarette, cigar, cigarillo or pipe, or any cartridge or other component of the device or related product, including, but not limited to, any substances used in such devices such as liquids, gels or powders, or any forms of tobacco, but excluding United States Food and Drug Administration approved nicotine patches or nicotine chewing gum.
PERSON
Includes, but is not limited to, any and all students, teachers, aides, administrators, supervisors, secretarial and clerical staff, custodial and maintenance staff, and all other employees of the school district as well as vendors, independent contractors, consultants who may from time to time be employed by or volunteer for the West Morris Regional Board of Education, parents, and visitors.
POLICE OFFICER
A police officer of the Township of Washington.
PROPERTY
Includes, but is not limited to, any and all school buildings, including garages, indoor and outdoor premises and grounds, including, but not limited to, athletic fields, stadiums and tennis courts, and any and all school-owned or leased vehicles. Property also includes any other school-approved vehicles used to transport any and all persons during any school-sponsored or school-approved activity, event, or function, including, but not limited to, field trips and athletic events.
PUBLIC PROPERTY
Any building or enclosed structure open to the general public and any street, road, sidewalk, walkway, park or open space located within the Township and maintained for use by the general public.
SMOKING
The burning of a lighted cigar, cigarette, pipe or any other matter or substance that contains tobacco; the use of a nicotine delivery device; the burning of any form of cannabis; or the use of any cannabis delivery product.
USE OF CANNABIS
The burning of any form of cannabis; or the use of any cannabis delivery product.
USE OF TOBACCO
Smoking, as defined herein, and the use of any tobacco-containing product, including, but not limited to, smokeless tobacco, chewing and spitting tobacco and snuff, or the use of any nicotine delivery product.
