[HISTORY: Adopted by the Board of Trustees of the Village of West Haverstraw 3-3-1971 as Secs. 2-1 through 2-12 of the 1971 Code. Amendments noted where applicable.]

Unless otherwise provided by the Village Board of Trustees, meetings of the Board shall be held on the first Wednesday and third Wednesday evening of each month at the Village Hall at 8:00 p.m., except for the months of July and August, during which one meeting shall be held on the third Wednesday of the month, provided that the annual meeting of the Village Board of Trustees shall be held on the first Monday in December at the Village Hall at 7:30 p.m.
All meetings of the Village Board of Trustees shall be open to the public; provided, however, that the Board shall have the authority to sit in executive session, which session shall be closed to the public.
The Village Board of Trustees shall determine and prescribe the rules for the conduct of its meetings and the order of business thereat.

The Village Clerk shall keep the minutes of the proceedings of the Village Board of Trustees, which minutes shall be open to public inspection in the office of the Village Clerk.

No cameras or electronic or recording devices may be brought into the Village Hall or used during any meeting of the Village Board of Trustees, or other Village board, except in accordance with the following rules, regulations or procedures:
A. 
Any person wishing to tape record a public meeting of the Village Board, or any portion of such meeting, shall so inform the Village Clerk prior to the commencement of the meeting, so as to enable the Village Clerk to inform those in attendance of the fact that the meeting is to be recorded;
B. 
Where advance notice is not practicable, as, for example, where the person seeking to record the meeting arrives after it has commenced, no recording shall be permitted until an appropriate point in the proceedings at which time the person, without interrupting the proceedings, shall give the required notice;
C. 
Any recording device, once activated, should remain activated at least until such time as all discussion concerning a particular agenda item is complete, so as to capture the full discussion thereof;
D. 
Any tape recording device sought to be used shall be portable in size and require no external source of power;
E. 
No recording device may be positioned on, or otherwise occupy, a separate chair in the meeting hall unless space so permits;
F. 
Neither tape recorders nor microphones may be elevated above shoulder height, or otherwise be displayed in a distracting or obtrusive fashion;
G. 
No recording may be played back, or otherwise played aloud, during a public meeting, without the express permission of the Mayor or chairperson of the meeting;
H. 
No more than two recording devices may be in operation at any one time, and any person undertaking to record a meeting, or a portion thereof, shall be deemed to have consented to make the recording, or a copy thereof, available to any other person, including the Board, upon request, and at the requesting person's sole cost and expense.

At its annual meeting in December of each year, the Village Board of Trustees, by resolution or local law, shall establish the standing committees of the Board and shall prescribe the functions and duties thereof.

At the annual meeting of the Village Board of Trustees in December of each year, the Mayor shall appoint one Trustee as Chairman of each standing committee established by the Board.
The conduct of business and affairs of the Village shall be through departments established and organized for the purpose by resolution of the Village Board of Trustees. Each such department shall be under the supervision of a member of the Village Board of Trustees appointed for the purpose.

All of the powers and duties to the Village Clerk prescribed by any Village law shall be exercised by him under the direction and supervision of the Mayor and the Board of Trustees of the Village.[1]

A. 
Pursuant to § 3-301(2)(c) of the Village Law, there is hereby created in the Village of West Haverstraw the office of Commissioner of Public Works, whose duties shall entail overseeing the daily operations of the Village Department of Public Works. The office of Commissioner shall be an appointive office, appointed by the Mayor, subject to the approval of the Village Board of Trustees, for a term of one year, subject to renewal at the annual reorganizational meeting, at a salary to be fixed by the Board. The Commissioner of Public Works shall act under the direction and supervision of the Mayor and Board of Trustees.
B. 
Subject to the appropriations made for the Department of Public Works by the Village Board, and to all other applicable provisions of law, the Commissioner of Public Works shall have the sole power to appoint and remove all employees of the Department.

No person shall carry out or remove any papers, plans, specifications, documents, records or any property whatsoever belonging to the Village from any of the Village offices or rooms in the respective departments where such papers, specifications, plans, documents, records or property properly belong, except under the direction of the Mayor or Village Board of Trustees.

The provisions of Chapter 250, §§ 250-118 through 250-126 of the Village Code, inclusive, and as may be from time to time amended, relating to the payment and reimbursement of outside consultants by applicants for various types of approvals and permits in the Zoning, Planning and Building context shall also apply to all other applications/petitions for Village permits and/or approvals where the use of such outside consulting services shall be deemed advisable by the Village Board. In such instances, the Village Board shall determine the amount of the escrow, if any, required to be posted by the applicant.
